The SRT unit is responsible for serving the high risk warrants, dealing with barricaded and hostage situations, and also provide quality training for the police recruits and refresher training for the active police officers. The SRT personnel will be taking the lead in training the police department personnel in the "Use of Force" policies and in the practical skills needed to utilize the various department issued devices that the officers are equipped with. Enclosed is a resolution that creates a Police Sergeant, PO-11, position in the SRT unit which will provide the needed assistance to the team's lone supervising Police Lieutenant position and will enable the SRT unit to be more efficiently coordinated, supervised, and managed. The funding for this new position will initially be derived from the General Fund's Fund Balance. On February 22, 2007, Bill 37 (as amended to Draft 4) which includes the appropriation of funds for this position, passed first reading by the Council. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): With the increase in violent crimes and sophistication of the criminal elements, the police department has developed a part-time Special Response Team (SRT) comprised of volunteer officers. While the team has been very successful in their activities such as serving high risk warrants, the security of visiting dignitary's, dealing with barricaded suspects and hostage situations, the liability for Hawaii County looms as the highly litigious nature of the program demands more dedicated time to remain current with all of the necessary administrative work. This administrative work includes, but is not limited to: planning, organizing, staffing, directing and coordinating the various functions of the SRT such as developing training lesson plans, maintenance and filing of these training records; documentation for testing and evaluations of the specialized equipment/firearms and to keep abreast of new developments, technology, and techniques in special weapons and tactics (SWAT), the researching, writing, and securing of Federal grant monies to assist the entire police department; coordinate and assist training of police officers in department issued equipment (ASP baton, OC Spray, Electronic Control Devices, Firearms, etc.) It should also be noted that the City and County of Honolulu and Maui County have permanent sworn positions managing their SWAT programs, to include several supervisory positions. . . Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. We tried the pilot program utilizing an existing position from the Area I Investigative Operations; however the position was unable to spend time on regular detective duties. This position needs to be fully focused, dedicated, and assigned to the requirements of the special response activities. Due to the necessity to constantly keep abreast of the firearms, equipment, and information on criminal activities, etc. a short term contract or continuation of a temporary position would not be in the best interest of the department. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): Being able to assist the full time lieutenant, a full time sergeant's position will enable the SRT unit to be more efficiently coordinated, supervised, and managed; the police department can be assured of regular monitoring of both staff and equipment; current information on crime trends and equipment, response tactics, and networking with other police departments for shared training and expertise. In addition, this new position will allow for the standardization and documentation of all "use of force" training of sworn personnel throughout the department. The sergeant is responsible for the assignment of equipment to each team member and for the maintenance of all team equipment including vehicles. The sergeant is responsible to write after-action reports and forwards said reports to command. When the lieutenant is present, the sergeant is responsible to direct and lead the Entry Group and must be familiar with their duties and responsibilities. The sergeant is responsible for public education i.e. active shooters, the police department's response to bomb threats etc. The sergeant is required to assume all responsibilities of the unit lieutenant when he/she is not available. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) The only alternative would be to continue with the part time sergeant who already has and will continue to greatly increase the responsibility and workload upon the current full time lieutenant. Allowing this to happen would greatly effect the daily operations and planning of the unit. Disbanding the program and unit is not a consideration in lieu of our current crime trends and increasing drug activity in the community. 5. Why were manpower needs not planned through budgetary process? There is an active recruitment which will increase the team by six ~6) to 12 (twelve) members, thus increasing the amount of supervision, work, and responsibility placed upon the sergeant. SRT personnel will be taking the lead in training the police department personnel in the "Use of Force" policies and in the practical skills needed to utilize the various department issued devices that our officers are equipped with. In addition, the existing position, a detective from the Area I Investigative Operations, will be filled thus helping to alleviate the burden placed upon the section due to understaffing issues.
