A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, over a decade ago, a group of concerned teachers and pazents of students
attending Hilo High School felt there was great need to create a method of keeping their
teenagers safe on graduation night and volunteered their time and resources towards this
common goal; and
WHEREAS, the Hilo High School Grad Night project, has grown to include Hilo High
School students, staff, families, underclassmen, alumni, community and local businesses; and
WHEREAS, Hilo High School Grad Night is committed to positive nurturing of our
youth while promoting responsible and healthy lifestyle choices; and
WHEREAS, realizing high school graduation is a very special occasion for high school
seniors, Hilo High School Grad Night continues to pursue its goal of insuring that graduates are
given the opportunity to celebrate the occasion in a positive and healthy environment, keeping
themselves and the community safe; and
WHEREAS, emphasizing safety and well-being of our youth on graduation night, Hilo
High School Grad Night organizes anall-night alcohol and drug free chaperoned celebration
with dinner, dancing, sports activities and gaznes, immediately following commencement
exercises; and
WHEREAS, noting with satisfaction, since the inception of Hilo High School Grad
Night there have been no reported incidents of motor vehicle accidents or injuries involving
students attending the Hilo High School Grad Night program due to alcohol or drugs on
graduation night; and
WHEREAS, graduating seniors on the Big Island deserve a safe alternative to the
dangerous "grad night" tradition ofparty-hopping that often times involve drinking and driving;
and
WHEREAS, discretionary funds from Council District 2 will be appropriated to the
Department of Liquor Control to be used as a grant towazds the 2007 Hilo High School Grad
Night; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

OUT AND FROM:
010.101.5101.91 Clerk-Council SVC -Contingency Relief $3,000
CREDITED TO:
010.251.5251.39 Department of Liquor Control $3,000

(Hilo High School Grad Night)
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
forward a copy of this resolution to the Director of Liquor Control and the Director of Finance
and that the Director of Finance is hereby authorized to make the necessary transfers in
accordance with the terms of this Resolution.
