RE: Bill 53, Draft 2: An Ordinance Amending Chapter 24 of the Hawaii County
Code 1983 (2005 Edition, as amended), Vehicles and Traffic, Relating to
Temporary Changes in Traffic Controls to Effectuate Traffic Code Amendments.
Attached for your consideration is Bill 53, Draft 2. Draft 2 incorporates the floor amendments set
forth in Communication No. 180.1 dated March 19, 2007, which were approved by the Council at
its Mazch 21, 2007 meeting.
Draft 2 amends the title of Bi1153 to read as follows: "AN ORDINANCE AMENDING
CHAPTER 24 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED),
VEHICLES AND TRAFFIC, RELATING TO TEMPORARY CHANGES IN TRAFFIC
CONTROLS TO EFFECTUATE TRAFFIC CODE AMENDMENTS."
Draft 2 also amends chapter 24, article 2, section 24-11, of the Hawaii County Code 1983 (2005
Edition, as amended), as follows:
"Section 24-11. Temporary changes to effectuate amendments.
The director of public works of the County is hereby empowered to make
changes in parking and other traffic controls for a period of ninety days as a
temporary measure to effectuate the provisions of an amendment to this chapter.
The director of public works may have a sin>;le ninety-day extension of this
period if a bill to enact the so effectuated amendment of this chapter remains
pendine before the County Council at the end of the initial ninety-dayperiod.
Any additional extensions of time shall require Council approval."
