RESOLUTION NO. 12U U7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND
FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, Friends of the Children's Justice Center of East Hawaii (Friends) is a private
nonprofit organization founded by concerned community members in 1990 whose primary goal is to
protect and enchance the physical and psychological safety of abused children; and
WHEREAS, the Friends is a private partnership with the Children's Justice Center (CJC), a
State Judiciary Program; and
WHEREAS, the Children's Justice Center provides a safe, neutral homelike atmosphere where
children can be interviewed about reports of abuse, particulazly sexual abuse; and
WHEREAS, the program services are aimed at assisting children who aze in temporary or
pernament foster custody or who are living with the non-abusive parent with little or no means of
financial support; and
WHEREAS, the tazget group of the Friends aze the children between the ages of 0-18, who aze
victims of maltreatment (sexual, physical, emotional, mental abuse or neglect) residing in North Hilo,
South Hilo, Hamakua, Puna and parts of Ka`d; and
WHEREAS, eighty percent (80%) of the children rescued lived in the District of Puna; and
WHEREAS, the Friends of the Children's Justice Center of East Hawaii has requested
funding where the youths will increase self-esteem through training in the skills of leadership,
communication, and organization to reinforce and deepen the skills learned at "Winners Camp"; and
WHEREAS, discretionary funds from Council District 5 will be appropriated to the
Department of Liquor Control to be used as a grant towazds Friends of the Chilren's Justice Center of
East Hawaii-Winners Camp; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred and appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution
to the Department of Liquor Control and Director of Finance and that the Director of Finance is hereby
authorized to make the necessary transfers in accordnace with the terms of this resolution.
