A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Old Volcano Trail provides anon-vehiculaz link from Kea`au to the
Hawaii Volcanoes National Pazk; and
WHEREAS, previous studies have docwnented the historic and recreational value of the
Old Volcano Trail, as well as its potential value to serve as an emergency bypass (e.g., Old
Volcano Trail Historical Background by E. Kapono in January 2004; and the Puna Regional
Circulation Plan by Townscape, Inc in November 2005); and
WHEREAS, a survey of the trail alignment is a crucial step for further evaluation and
action to restore the trail as an asset to the Puna community; and
WHEREAS, the County Council has expressed support for this project by Resolution
No. 342-06 which provided the necessary funding for this contract; and
WHEREAS, the Planning Depaztment has concurred that it will accept the transfer of
these monies to speazhead the planning phase of this project, and work closely with the
Department of Parks and Recreation and the Department of Public Works to bring this project to
fruition; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred and appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Planning and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
