Your Committee on Planning, to which was referred Communication No. 203, reports as
follows:
Communication No. 203 from Mayor Harry Kim, dated February 15, 2007 nominates Ms. Kim
Tavares of Council District 6 to serve on the County of Hawaii Boazd of Appeals.
Ms. Tavares is a 31-yeaz resident of Hawaii and is presently employed by the Fern Forest
Community Association as a bookkeeper. Ms. Tavares was previously employed by the Big
Island Invasive Species Committee as a Data Manager from 1996 to 2004.
Ms. Tavazes is a member of the Puna Community Development Plan Steering Committee. She
states she is not affiliated with any political party and, if confirmed, she will serve a term to
expire on December 31, 2011.
Pursuant to Section 13-4, Hawaii County Charter, the Boazd of Appeals shall consist of
members appointed by the Mayor with the approval of the Council.
At the March 8, 2007 Planning Committee meeting, Corporation Counsel Lincoln Ashida
expressed thanks to Council Member Jacobson for bringing forth an excellent candidate for
Mayor Kim's recommendation and that Ms. Tavares' contribution to the community speaks for
itself. Council Member Jacobson noted he's known Ms. Tavares a very long time and expressed
thanks to Mayor Kim for honoring his recommendation of Ms. Tavazes. Council Member
Yagong expressed support of Ms. Tavazes' nomination and wanted assurances that Ms. Tavares
would separate her decision-making duties from that of her friendship with Planning Director
Yuen. Mr. Yagong expressed hope and confidence Ms. Tavares would maintain an open mind in
decision-making.
Ms. Tavares expressed thanks for the opportunity to serve and be involved in County business,
especially in the area of planning and matters affecting the Puna district. Ms. Tavares stated she
supports the direction that planning is taking and looked forward to doing work that is right for
the entire island.
