A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the mission of the Friends of the Children's Justice Center of East Hawaii
(FCJCEH) is to help sexually, physically, and emotionally abused and neglected children; and
WHEREAS, one of the objectives of FCJCEH is to research and develop abuse
prevention education and counseling programs for middle and high school students, which
includes hiring apart-time educator/counselor/social worker to reseazch national and state abuse
prevention activities and draft a plan for implementing programs; and
WHEREAS, FCJCEH will work in partnership with the YWCA Empowering Alternatives
Program to convene a collaborative group of local community members and education, counseling,
and social work professionals to finalize the middle and high school programs and to plan for their
implementation; and
WHEREAS, discretionary funds from Council District 3 will be appropriated to the
Department of Liquor Control to be used as a grant for FCJCEH to research and develop abuse
prevention education and counseling programs for middle and high school students; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following aznount is hereby transferred and appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Liquor Control and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
