RESOLUTION NO. 136 07
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Boys and Girls Clubs of America developed a comprehensive program
called the Skills Mastery And Resistance Training (SMART) Moves Prevention Program, which
is used successfully in communities across the nation; and
WHEREAS, SMART Moves consists of five core programs: 1) sports, fitness and
recreation; 2) character and leadership development; 3) education and career development; 4) arts;
and 5) health and life skills; and
WHEREAS, risk factors and behaviors that have been identified as priority concerns for
the Kea`au community are the early initiation of problem behaviors, high gang-involvement
activities, youths feeling unsafe in their communities, interaction with antisocial peers, poor
family supervision, low school commitment, and poor academic performance; and
WHEREAS, discretionary funds from Council District 3 will be appropriated to the
Department of Liquor Control to be used as a grant towards the Boys and Girls Club of the Big
Island's SMART Moves program in Kea`au, Hawaii; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred and appropriated as set forth below:

010.101.5101.91 Clerk-Council SVC -Contingency Relief $10,000
CREDITED TO:
010.251.5251.39 Department of Liquor Control $10,000

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Liquor Control and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
