SUBJECT: Recommended FY07-08 Appropriation for Gants to Nonprofit Organizations
For your review and consideration, I azn transmitting my recommendations regazding the
funding of qualified nonprofit organizations for fiscal year 2007-08. Theses recommendations
have been developed pursuant to a through review of all applications forwarded by the Finance
Department and the interviews and site visits conducted by the Adhoc Committee establish by
Council for this purpose. Public noticed for site visits and interviews were duly served to all
applicant organizations, prior to Mazch 15d' and 16d' in Kona and Mazch 22nd and 23`d in Hilo.
The Adhoc Committee was established to attend site visit and interviews in accordance to 92-
2.5 of the Hawaii Revised Statues, "Permitted Interaction of Members" (The Sunshine Law)
to communicate, interact ,discuss and investigate matters relating to the Hawaii County Grant
Applicants. The grant applications conducted in two parts, site visits and interviews. The site
visit is afact-finding undertaking, not a meeting or decision-making deliberation of a
committee. Its purpose is to inspect facilities, inquire about programs and location of its
operations. The applicants' allowed 15 minutes to present to the committee a brief summary of
the organization missions, implementation of programs and its benefits.
The committee consists of four Council Members, Donald Ikeda, Stacy Higa, Vice-Chair
Angel Pilago, and I met to formulate recommendations to present to the full committee on its
decision concerning the nonprofit appropriations. After lengthy discussion and review of the
programs, careful consideration was the benefit to the County as a whole that by providing
additional funding to enhance the quality of life represented by all applicants.
This yeaz, 36 agencies submitted and 57 eligible applications. The sum of $1,778,800
requested for which the Council has available $900,000 to appropriate. Of these 57 applicants,
twenty-eight programs funded by the County previously, sought funding increases this yeaz.
Six programs requesting funds were identical to their FY2006-07 grant award. Eighteen new
agencies (not funded in prior years) submitted program-funding requests, they aze ARC of Hilo

Of the eighteen new applicants consideration was given to all excepting Arts 8c Science Center
that is closely associated with the Hawaii Academy of Arts & Science (HAAS) Public Charter
School a State fund educational center and Hawaii Wildlife Center, a program dedicated to the
care and conservation of Hawaii wildlife. It is not the intent of this committee to demean the
purpose of these agencies as there program serve our community.
I thank the Adhoc Committee, Council Members Donald Ikeda, Stacy Higa, and Vice-Chair
Angel Pilago for their participation and attendance at each interviews and site visits. I want to
extend my appreciation for the excellent work and review by Council Committee staff Jeanette
Aiello and Liz Bonnell, Legislative Auditor personnel, support staff Barbara Hale, Legislative
Assistant and Gwen Kupahu, Legislative Aide.
The committee considered programs that focus on youth oriented activities and drug and
alcohol abuse prevention and programs that aid and/or benefits the less fortunate, given the
highest priority.
The following attach table illustrates FY 2007-08 recommendations for $1,500,000 - $600,000
over and above the available County grant. The committee decision to seek additional fund is
to provide much needed services through out the island. I submit these recommendations for
your deliberation and decision.
Again, I would like to express my gratitude to the Adhoc committee for their time and ask that
the Council members for their support in this appropriation process.
