HomeMy WebLinkAboutRES 156 Draft 01 2006-2008 f'~a~ 1:.~ •'•~~'•.4 COUNTY OF HAWAII STATE OF HAWAII •••j~'Of N~+ RESOLUTION NO. 1;~6 U'1 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) WHEREAS, the American Red Cross is not a government agency, its authority to provide disaster relief was formalized in 1905 when it was chartered by Congress to "carry on a system of national and international relief in time of peace and apply the same in mitigating the sufferings caused by pestilence, famine, fire, floods, and other great national calamities, and to devise and carry on measures for preventing the same"; and WHEREAS, the American Red Cross disaster relief action focuses on meeting people's immediate emergency disaster-caused needs when a disaster threatens or strikes, and provides shelter, food, and health and mental health services that address basic human needs; and WHEREAS, the American Red Cross also feeds emergency workers, handles inquiries from concerned family members outside the disaster area, provides blood and blood products to disaster victims, and helps those affected by disaster to access other available resources; and WHEREAS, the American Red Cross stresses disaster preparedness for individuals, families, businesses, the community, and its own volunteers and provides certified instructors in Disaster Preparedness, First Aid, Cardio-pulmonary Resuscitation, including instructional material; and WHEREAS, the American Red Cross's Disaster Action Team in West Hawaii responds to every disaster in the County of Hawaii and stands ready to assist after house or apartment fires (the majority of disaster responses), hurricanes, floods, earthquakes, tornadoes, hazardous material spills, transportation accidents, explosions, air vehicle crashes, and other natural and man-made disasters; and WHEREAS, the American Red Cross's Disaster Response Office and Team in West Hawaii must always be prepazed to respond at any time to a local disaster of any kind; and WHEREAS, discretionary funds from Council District 7 will be appropriated to the Department of Reseazch and Development to be used as a grant towazds American Red Cross to provide training for disasters and disaster response in West Hawaii; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $10,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC -Contingency Relief $10,000 CREDITED TO: 010.161.5162.65 Department of Reseazch and Development $10,000 New Industry & Ind Dev (American Red Cross) BE IT FINALLY RESOLVED that the County Clerk shall forwazd a copy of this resolution to the Director of Research and Development and the Director of Finance and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
