RESOLUTION NO. 1.44 U'9
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the People Out Supporting Hilo (POSH) was designed by the Big Island
Resource Conservation & Development Council and Alice Moon & Company to assist in supporting
four (4) of Hilo's lazgest community-based events and to promote Downtown Hilo as a fun, safe, and
pleasant place for resident and visitor to live, work and play; and
WHEREAS, the four (4) major projects that POSH supports in Downtown Hilo aze:
1. the 6d' Annual Hilo Chinese New Yeaz Festival; 2. the 2nd Annual He Launa Aloha No Ka Moi
Kalakaua; 3. the 4d' Annual Hawai`i's World Heritage Festival; and 4. the 7d' Annual Black & White
Night; and
WHEREAS, the funds will also be used to develop POSH's promotional items and to assist
the Hilo Downtown Improvement Association's marketing campaign to promote Downtown Hilo as
the cultural capitol of Hawaii Island; and
WHEREAS, discretionary funds from Council District 4 will be appropriated to the
Department of Reseazch and Development to be used as a grant towazds the People Out Supporting
Hilo; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred and appropriated as set forth below:

010.101.5101.91 Clerk-Council SVC -Contingency Relief $20,000
CREDITED TO:
010.161.5162.65 Department of Research and Development $20,000
New Industry & Ind. Dev.

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Finance and the Director of Reseazch and Development and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
