Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $110,000
from the 'Ouli Ekahi Housing Fund's Retained Earnings from Previous Year account into the
fund's Project Expense and Lease Payments accounts. Additional monies are needed in
these accounts due to increases in operating expenditures created by a lack of maintenance to
the project cottages over an extended period of time and to cover higher lease payments.
To expedite this matter, we humbly request a waiver from the Finance Committee and have this
bill heard at the next Council meeting scheduled for April 18, 2007.

Development.

The Office of Housing and Community Development is requesting the appropriation of $110,000.00
to'Ouli Eakhi Housing Fund REtained Earnings from Previous Years, Account 158.3609.60.
This is to cover the
expenditure account number
158.461.5468.02.341 ('Ouli Ekahi Project Expense Misc. charges) $50,000 and
152.461.5468.08.341 ('Ouli Ekahi Lease Payments Misc. charges) $60,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This transfer will cover the shortfall due to increases in project operating expenditures created by a lack of
maintenance to the project cottages over an extended period of time and to cover higher lease payments.

RE: Bill No. 84 An Ordinance to Amend Ordinance No. 06-79, As Amended,
The Operating Budget For the County of Hawaii for the Fiscal Year Ending
June 30, 2007.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committce on
Finance for placement on its future agenda.
