(Bill 326) COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO A
(2004-2006) UNIVERSITY DISTRICT (adds a new definition of "University" to §25-1-5 and adds a new
division entitled "UNV, University District," to Article 7 "Special District Reeulations"1
From Council Chair Stacy Higa, dated August 20, 2006, transmitting the above bill. Present
provisions for zoning limit the ability for universities and colleges to provide a complete and
conducive environment and sense of community on campus. The establishment of a
"University" special district will provide greater flexibility in establishing a mix of uses
which are intended to enhance the campus environment of a university or college.

AMENDED), RELATING TO OFF-STREET PARKING AND LOADING (Increases the
required number of parking spaces and requires even distribution ofoff-street parking and
loading spaces for certain yermitted uses under the Zoning Code)

Comm. 267.1: From Councilmember Brenda Ford, dated April 5, 2007, transmitting a proposed amendment
to Bill 79 which includes an additional amendment to Section 25-4-51(a)(6), Required
number of parking spaces, to provide for two parking stalls for each single-family dwelling
unit and two and a half for double-family or duplex dwelling units.

testimonies submitted by e-mail or fax, copies will be distributed at the meeting when transmitted in a timely
manner. In any case, both oral and written testimony will be made a part of the public record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five days
of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means "any
individual engaged for pay or other consideration who spends more than five hours in any month or $275 in
any six-month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." {Article 15, Section 2-91.3(a)(6),
Hawaii County Code}. Registration forms and expenditure report documents are available at the Office of
