A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, Waimea residents, businesses, and members of the astronomy community
have requested that the County of Hawaii install more energy-efficient light fixtures on
streetlights to minimize light pollution and maximize energy savings; and
WHEREAS, Waimea town is in close proximity to the observatories on Mauna Kea, and
light pollution from existing partially shielded streetlights negatively impacts the dazk skies over
Mauna Kea; and
WHEREAS, energy from existing partially shielded streetlights is wasted as it radiates
upwazd into the sky, rather than directing light downward and illuminating the ground beneath
the streetlights; and
WHEREAS, for a relatively small investment, existing streetlights can be retrofitted with
energy-efficient light fixtures which minimize light pollution and save energy by allowing the
use of lower wattage bulbs; and
WHEREAS, discretionazy funds from Council District 9 for $20,000 will be
appropriated to the Department of Public Works for retrofitting approximately forty streetlights
in Waimea town with energy efficient light fixtures; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Public Works and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
Resolution.
