SUBJECT: TRAFFIC CODE AMENDMENT
ROUTE 180/ROUTE 11 INTERSECTION
PROPOSED LEFT TURN PROHIBITION DURING CERTAIN HOURS
The Department of Public Works is seeking to make the existing trial left turn prohibition at this
intersection permanent. Our "in house" test study showed that approximately 25% of the traffic
at the Honalo Junction was traveling along Upper Mamalahoa Hwy Route 180 while 75% was
traveling along Kuakini Hwy Route 11 at the intersection. Drivers along Route 11 were allowing
vehicles from Route 180 access onto Route 11 thus causing a rippling queuing effect along
Route 180. Prohibiting this side road access by restricting the left turn movement allowed the
traffic to flow smoother and the time spent traveling through this area was noticeably reduced.
We ask for your review and consideration for adoption of the subject amendment. Should you
