Dear Chairperson Hoffinann and Members:
It is my pleasure to submit for your confirmation the appointment of Bobby Jean Leithead-Todd as
County of Hawaii Director of Environmental Management pursuant to the Charter of the County of
Hawaii. This appointment is effective on June I, 2007. She will replace Barbara Bell, who has served
as the director of this department since 2002 and is resigning effective the end of April.
Since August 2003, Ms. Leithead Todd has served as a Deputy Corporation Counsel for the County of
Hawaii. Prior to then, she was in private practice as an attorney in addition to representing District 2 on
the Hawaii County Council for three and a half terms. She has also served as the Legislative Auditor
for the County Hawaii. Her complete resume is attached.
As a Deputy Corporation Counsel, Ms. Leithead Todd has worked closely with the Department of
Environmental Management and the Environmental Management Commission. She is aware of the
important issues and decisions facing the County related to solid waste and wastewater, and brings
valuable legal and administrative experience to this critical position.
Ms. Leithead Todd will serve a term co-terminus with my tenure, which will end on December 1, 2008.
I take this opportunity to publicly thank Barbaza Bell for her years of dedicated service to the Cotmty.
She has had a difficult and at times thankless job, and she has handled it with professionalism and
coarage. She has stayed on this long because I asked her to continue to work for us. I am sure you join
me in wishing her well.
