Higa, Council Member ~yR-,~, SUBJECT: Bi11326, Draft 2 -University District - An Ordinance Amending Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2005 Edition, As Amended), Relating to a University District. On April 17, 2007, the Planning Committee recommended passage of Bi11326 (2004-2006), as amended to Draft 2, which incorporates the Planning Commission's recommendations as set forth in Communication No. 155 (2006-2008). Attached please find Bi11326, Draft 2 which incorporates the following amendments: 1. Permitted Uses: Adds other permitted uses, including student health clinics, university credit union, financial institutions, post office, fraternity and sorority houses, and student and employee apartments and housing. "Section Permitted uses. (a) University facilities including classrooms, laboratory and reseazch facilities, administration facilities, athletic centers and facilities, auditoriums, student centers, libraries, museums, exhibition halls, cafeterias, [deranitefies], student health clinics, maintenance facilities and parking lots. (b) Limited retail and service establishments primarily intended to serve the specific needs of the student population of a university and aze normally associated with higher education institutions, including, but not limited to, retail stores whose primary customers are students or faculty of a university, convenience stores, theaters, restaurants, recreational and amusement facilities, taverns, drug stores, book stores, health clubs, news stands, photocopying, office supplies, word processing or typing services, computer sales and service, laundries, university credit union, financial institutions, post office and video rentals. Height Limit: Specifies an overall height limit of 60 feet regardless of location. "Section Height limit. C n4] six feet." 3. Minimum Building Site Area: Specifies a minimum building site area of 10 acres, except that the minimum lot size of a leased lot may be 7,500 squaze feet. Other Regulations: Specifies that a maximum of 20 percent of a University District's land azea may be in commercial use including pazking, and that the Planning Director is authorized to vazy pazking requirements for on-campus housing, offices and pedestrian-oriented commercial uses. "Section Other regulations. ~ Plan approval is required for all new structures and additions to existing structures in the UNV district.
