SUBJECT: Amendment to Ordinance No. 06-80, as amended, Relating to Public
Improvements and Financing thereof for Fiscal Year July 1, 2006 to June 30,
2007 (District 2, South Hilo Roads and Traffic Safety Improvements)
Enclosed is a bill for an ordinance amending Ordinance No. 06-80, as amended, the Public
Improvements and Financing Budget, which appropriates $100,000 for road and traffic safety
improvements in District 2. Funds for this project will be provided from the District 2
Contingency Relief account.
Improvements may include the following:
1. Street lights
2. Smart signs
3. Traffic calming devices
4. Guard rails
5. Other necessary and appropriate improvements

Re: District 2 South Hilo Road and Traffic Safety Improvements
Dear Mayor Kim:
Enclosed for your review and consideration is a bill amending Ordinance No. 06-80, the
Capital Improvement and Financing Budget, by appropriating $100,000 for road and traffic safety
improvements. The improvements will be supported by an appropriation from the District 2
Contingency Relief account.
This project will address some of the safety concerns of the residents of Council District
2.
As per Article 10, Section 10-6 of the Hawaii County Charter, your recommendations to
the proposed amendment will be greatly appreciated.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
