Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $600,000 into Office of Housing and Community Development's Housing Voucher
Program. This increase in appropriation reflects the updated allocation to be received from the
US Department of Housing and Urban Development for the period July 1, 2006 through June
30, 2007 for the Housing Choice Voucher (Section 8) Program. The $ 600,000 is to be used
for payment of rental assistance for eligible participants of the program. The Office of Housing
and Community Development expects to expand this allocation by June 30, 2007.
To expedite this matter, we humbly request a waiver from the Finance Committee and have this
bill heard at the next Council meeting scheduled for May 2, 2007.

A. REQUEST:
The Office of Housing and Community Development is requesting the appropriation of $ 600,000.00 to
Housing Voucher Program (Account Number 152.3301.54). This amount represents the increase in
revenues received from the US Department of Housing and Urbran Development to be used for Housing
Assistance Payment subsidies, and is to cover the expenditure account number 152-461.5466.30.371,
Voucher rental subsidies) .
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The increase in appropriation reflects the updated allocation to be received from the US Department of
Housing and Urban Development for the period July 1, 2006 through June 30, 2007 for the Housing Choice
Voucher (Section 8) Program. The $ 600,000.00 is to be used for payment of rental assistance for eligible
participants of the program. The OHCD expects to expand this allocation by June 30, 2007.
The OHCD respectfully requests that the matter be waived from the Finance Committee meeting and placed
on the agenda of the full Council on May 2, 2007.

The Operating Budget For the County of Hawaii for the Fiscal Yeaz Ending
June 30, 2007.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
