Waste Reduction Facility Design-Build-Operate
Monthly Update-April, 2007
• Solicitation and Contract Document Prcparation
Project activity was limited over the past four months as the short-listed Proposer
teams prepared responses to the Stage 2 Request for Proposals issued by the
County in October of 2006.
As the Proposer teams prepared their submittals, R.W. Beck, Inc. and Hawkins
Delafield & Wood LLP responded to questions from the short-listed Proposer
Teams related to the Stage 2 Request for Proposals via the preparation and
issuance of addenda to the Stage 2 Request for Proposals
Proposals were received by the County on April 16, 2007. The Proposal
evaluation phase has commenced. R.W. Beck and County staff met to identify
the Evaluation Committee and Technical/Legal Advisors that will conduct the
evaluations. R.W. Beck, Inc. has prepared a guidance document to facilitate the
process.
• Presentations and Workshops
Earlier this month, the project team made presentations to various groups to
provide an update on the project as well as deliver information concerning the
technical and environmental control aspects ofwaste-to-energy projects.
o April 3 -presentation to Hawaii County Environmental Committee
o April 4 - presentation to West Hawaii Chamber of Commerce
Environmental Sub-Committee
o April 4 -interested parties workshop
Both Apri14 meetings were well attended and well received, generating a variety
of thoughtful questions from the public.

The project team will undertake the following activities based on this tentative
