Comm. 100: A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION (Res. 38-07) OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNTS (transfers $3,000 from the Clerk-Council Services Contingency Relief account, and credits same to the Department of Parks & Recreation, Friends of the Park project for the North Kohala Veteran's Memorial) From County Council Chair Pete Hoffmann, dated January 17, 2007, transmitting the above resolution. These discretionary funds from Council District 9 will be used to purchase materials for the North Kohala Veteran's Memorial at the Kohala Senior Center in North Kohala. The Memorial will consist of Plexiglas framed charts mounted on the exterior walls of the existing Kohala Senior Center, which will be constructed by the Friends of Kamehameha Park. FC-4 Page 3 February 6, 2007 Comm. 105: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE (Bill 31) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $2,000 to the Streetlights, Other Current Expenses account) From Finance Director William Takaba, dated January 16, 2007, transmitting the above bill. The County Council adopted Resolution No. 515-06, which transferred $2,000 from the Clerk-Council Services Contingency Relief account to the Highway Fund, for the installation of a streetlight on Pearl Street in the Mauna Loa Estates Subdivision (within Council District 6) to improve public safety. Comm. 109: APPOINTMENT OF JOHN E. DILL TO THE COUNTY OF HAWAII BOARD OF ETHICS From Mayor Harry Kim, dated January 17, 2007, submitting for confirmation the above nomination. Mr. Dill of District 1 is a 22-year resident of Hawaii and is a project manager for Willocks Construction Corporation. Not affiliated with any political party, if confirmed, he will serve a teen to expire on December 31, 2011, replacing Mr. Reeve "Bob" Williams, whose term expired on December 31, 2006. Comm. 121: SUPPLEMENTAL SUMMARY OF INDEBTEDNESS OF THE COUNTY OF HAWAII AS OF DECEMBER 31 2006 From Finance Director William Takaba, dated January 23, 2007, transmitting the above report, in accordance with Section 47C-3, Hawaii Revised Statues. The closing of the $122,360,000 General Obligation Bonds, 2007 Series A, B, and C on January 30, 2007 requires preparation of this report. Concurrence of the report by the Chairman of the Finance Committee and the Corporation Counsel are also attached. Comm. 122: RESOLUTION RELATING TO A COUNCIL INITIATED IMPROVEMENT (Res. 47-07) DISTRICT TO FACILITATE CONSTRUCTION OF PERMANENT IMPROVEMENTS TO THE KONA OCEAN VIEW PROPERTIES SUBDIVISION, AT PU`UKALA, NORTH KONA, HAWAII, INCLUDING IMPROVEMENT OF THE WATER DISTRIBUTION SYSTEM TO COUNTY STANDARDS, IN ACCORDANCE WITH CHAPTER 12 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED) RELATING TO IMPROVEMENTS BY ASSESSMENTS From Councilmember K. FC-4 Page 4 February 6, 2007 Comm. 123: RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF THE (Res. 48-07) YOUNG MEN'S CHRISTIAN ASSOCIATION (YMCA) AWARD OF $16,000 FOR THE PAHOA WEED & SEED PROGRAM; and (Bi1132) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $16,000 into the Pahoa Get High On Life Grant account) From Finance Director William Takaba, dated January 23, 2007, transmitting the above resolution and bill. The Pahoa Weed and Seed Project has been approved to receive Federal Project Safe Neighborhood funding through the Young Men's Christian Association (YMCA) of Honolulu. As a result, the YMCA is awarding $16,000 to the Office of the Prosecuting Attorney, which as agreed to receive the funds on behalf of the Pahoa Weed and Seed group to facilitate execution of community drug-free and drug education activities. The funds will be used fora "Get High On Life" event at Pahoa High and Intermediate schools, and to expand it by increasing the number of providers of after-school activities and by organizing similar events at Pahoa Elementary School and at the local Charter Schools. Comm. 124: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 49-07) AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR A STATEWIDE SEXUAL ASSAULT TRAINING GRANT; and (Bill 33) AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2007 (by appropriating $34,500 into the Sexual Assault Multi-Disciplinarv Trainine account) From Finance Director William Takaba, dated January 23, 2007, transmitting the above resolution and bill. The State of Hawaii Department of the Attorney General has authorized a $34,500 Statewide Sexual Assault Training Grant to the Office of the Prosecuting Attorney. These funds will be used to coordinate a statewide training program aimed at improving the delivery of sexual assault services within the criminal justice system. FC-4 Page 5 February 6, 2007 Comm. 125: AN ORDINANCE AMENDING ORDINANCE NO. 06-80, AS AMENDED, (Bi1134) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (by adding the Public Works, Laiopua Connector proiect for $10 000 000) From Finance Director William Takaba, dated Januazy 22, 2008, transmitting the above bill. As part of the solutions to the traffic congestion in Kona based on the study dated 2000 and titled "Keahole to Honaunau Circulation Plan" the connection of Manawalea Road to Keanalehu Drive provides another link between Kealakehe schools and for the residents of Laiopua. The project consists of extending Keanalehu Drive approximately 1,700 feet and Manawalea Street approximately 3,800 feet to the intersection of both roads. The connector will benefit public safety and health by helping to release traffic congestion in Kona and providing convenience for school transportation. Comm. 126: RESOLUTION AUTHORIZING THE PAYMENT OF A LATER FISCAL YEAR (Res. 50-07) AND OF MORE THAN ONE FISCAL YEAR FOR ONE (1) D7 BULLDOZER (a five year lease for the Department of Environmental Management's Solid Waste Division) From Finance Director William Takaba, dated January 23, 2007, transmitting the above resolution. This D7 Bulldozer is needed to maintain operation's at the West Hawaii Landfill. Comm. 127: RESOLUTION AUTHORIZING THE PAYMENT OF A LATER FISCAL YEAR (Res. 51-07) AND OF MORE THAN ONE FISCAL YEAR FOR ONE (1) BOOM TRUCK (a five year lease for the Department of Environmental Management's Solid Waste Division) From Finance Director William Takaba, dated January 23, 2007, transmitting the above resolution. This boom truck is needed for the Kona Solid Waste Baseyard, and is used to safely move heavy items. Comm. 128: RESOLUTION AUTHORIZING THE PAYMENT OF A LATER FISCAL YEAR (Res. 52-07) AND OF MORE THAN ONE FISCAL YEAR FOR ONE (1) D6 BULLDOZER (a five yeaz lease for the Department of Environmental Management's Solid Waste Division) From Finance Director William Takaba, dated January 23, 2007, transmitting the above resolution. This D6 Bulldozer is needed for the silver fill operations at the South Hilo Sanitary Landfill. Comm. 129: RESOLUTION AUTHORIZING THE ABANDONMENT AND DISPOSITION OF (Res. 53-07) A ROADWAY RESERVE SITUATED AT WOOD VALLEY, KA`U, HAWAII, BEING A PORTION OF TAX MAP KEY (3) 9-6-008-007 From Finance Director William Takaba, dated January 22, 2007, transmitting the above resolution. This resolution authorizes the abandonment and disposition of a government paper road to separate owners of adjoining properties, Donald Shintaku of Shintaku, Inc. and Timothy A. Benko/Mary R. Capone. An independent appraiser has determined that the fair market value of the road with an area of 5,056 square feet is $5,000. Each of the owners desire to acquire half of the remnant roadway. FC-4 Page 6 Februazy 6, 2007 Comm. 130: AN ORDINANCE AMENDING ORDINANCE NO. 06-79, AS AMENDED, THE (Bill 35) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING J[JNE 30, 2007 {by increasing the Highway Fund's Fund Balance of the Previous Year account by $3,019,667.86, and appropriating same to the following accounts: Traffic Division -Other Current Expenses ($120,000), Streetlights ($299,172), Highway Maintenance Admin -Equipment ($1,027,500), Roadside Maintenance Services ($69,834), Highway Mass Transit -Other Current Expenses ($650 000) and Transfer to Capital Proiect Fund ($850 000)} and (Bi1136) AN ORDINANCE AMENDING ORDINANCE NO. 06-8Q, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (by adding the Public Works Traffic Safety & Efficiency Studv Proiect for $350 000) From Mayor Harry Kim, dated January 24, 2007, transmitting the above bills. Certifies there is a balance of $3,019,667.86 in the Highway Fund's Fund Balance as of June 30, 2006. Provides a written explanation of the proposed appropriations from the account, which leaves a balance of $3,161.86. The Traffic Safety & Efficiency Study is anew project which will assist the Department of Public Works in laying a foundation for developing a strategy to effectively operate their transportation roadways for the next 20-30 years. Attaches a description and justification for the project. These discretionary funds from Council District 9, in combination with funds provided by the United States Army, will be used to fund transportation costs for 70 Hawaii Island cadets in the Junior Reserve Officers' Training Corps (JROTC) to participate in the 2007 Statewide Spring Camp at Scholfield Barracks on Oahu and the Summer Leadership Training in Hilo.
