West Hawai i Resource Recovery CIP Infrastructure Project Update

As of Friday, April 13, 2007: The final drawings have been received by the Solid Waste
Division and reviewed for any comments. They have been returned to EarthTech and a
request made to finalize and stamp. They will submit hard copies for reproduction in 11 x
17 format to us.
As of Friday, April 13, 2007: In preparation for going out to bid, the final specifications
were received by a-mail attachments in PDF format. These were printed and provided to
Terin Gloor, Solid Waste Division Engineer, to review for consistency and inclusion of
some changes that have been requested by the Department of Public Works, the
contracting agency. Hard disk copy in Word, when received from EarthTech, will have
the changes incorporated.
Gloor will contact the Public Works Contracts Technician to address scheduling
deadlines as we approach the end of the fiscal year. Public Works has specific
requirements as to when items have to be submitted to them to meet their requirements
and timelines to print, advertise, bid, and then award construction contracts.
Solid Waste Division should be able to have everything street-ready by the end of April.
To date, there has not been any official written documentation that funds are actually
available.
From a regulatory perspective, as a courtesy, the plans will be submitted to the State
Department of Health, Solid Waste Division, to review and comment on public health
and environmental concerns.
All other permits for construction would be the responsibility of the construction
contractor.
Solid waste operation permits would be the responsibility of the operating contractor in
consultation with the Solid Waste Division of the Department of Environmental
Management.

Currently, the component that determines when site work and construction can begin is
the permitting. To recap, the permitting process went into a holding pattern beginning in
Mazch 2006 when a series of changes occurred to the conceptual design and consequent
changes to the existing design plans. The changes included:
1. March 2006: Council approved first add-back items representing cost-cutting
measures (installation of commercial exit scale, installation of permanent power
and telephone, elimination of one loadout tunnel, and raising the reload floor to
original elevation).
2. Mazch 2006 -August 2006: Redesign of the plans due to the first add-back items
and information revealed during this time regazding a road realignment.
3. September -November 2006: Isemoto Contracting Company's cost estimate for
the redesign items; and
4. Mazch 2007: Council approved the second add-back items (scalehouse canopy,
transfer trailer exit scale and permanent staff facility building).
5. January 2007: Department requests to build the fats, oils and greases (FOGS) and
vehicle impound facilities during construction of the reload facility.
As a result of the above, it was determined unwise to submit permit applications until it
became certain what type of operations were to be included as part of the reload facility.
Estimated date site work can begin: August 2007 (based on 3 month approval process by
the State Department of Health after Isemoto submits Best Management Practices or
erosion control plans which will be May 2007.
Estimated date installation of building structures can begin: February 2008 (based on
ICUs submittal and procurement schedule).
A. Permits:
1. NPDES Permit: Although an approved NPDES Permit is in place regarding onsite
storm water control, additional information is required outside of a minimum of 30
days prior to construction. In addition, the current NPDES permit expires on
November 6, 2007 and needs to renewed no later than August 6, 2007 as the lead time
for approval is 3 months. In the event that the application is submitted in a timely
manner but the Department of Health Clean Water Branch is unable to process the
new permit in time, an Administrative Extension of the existing permit would be
granted to ensure no interruption in construction activities.
• A revision to the existing permit providing authorization for the contractor to
submit detailed Best Management Practices, or erosion control plan, directly to
the Department of Health Clean Water Branch has been processed and approved.
• The consultant is cunently in the process of obtaining written authorization from
the State Department of Transportation -Airports Division and the Hawaii Army
National Guazd for use of their storm water drainage system for disposal of storm
water runoff during the construction period as required by NPDES Permit
regulations.
• The consultant is also updating storm water calculations to include storm water
runoff for the construction area affected by the water line installation since it was
not included in the original permit application.
• The contractor is in the process of preparing Site Specific Best Management
Practices to the Department of Health Clean Air Branch for the project*. A 3-
monthlead time for approval of site-specific Best Management Plans by the
Department of Health Clean Water Branch is expected.
• We have already discussed permit expiration with the Department of Health
Clean Water Branch and were advised that permit extensions are not permitted.
Instead, the Clean Water Branch will issue notification letters in eazly summer
advising permittees that reapplication is required.
* It is noted that site work should not occur until after the Best Management Practices have been
approved by the Department of Health and written authorization from State Department of
Transportation, Airports and Hawaii Army National Guard is obtained and provided to the
Department of Health.
2. Solid Waste Operations Permit**: Currently, the draft operations plan needs to be
finalized and Solid Waste's input is required to achieve this.
• A draft operations plan was forwazded to the Solid Waste Division on Mazch 30,
2007 for input. Particularly needing information are the portions pertaining to the
vehicle impound and FOGs facilities. Comments are needed by the consultants,
URS Corporation, by April 16, 2007 in order for the permit package to be
submitted to Department of Health. Lead time for approval can be anywhere
from 3 to 6 months for a first draft (if not final).
• The Solid Waste Division provided mazk-up of Sheet 003 from the current
drawing set to show location of the FOG, vehicle impound, and transfer truck
scale on April 13, 2007 and was forwarded URS to be included as an update to
the Operations Permit application.
3. Wastewater Permit: This relates to the septic system. URS will forward the
completed application for the Director's signature prior to submittal. A check for the
application fee will be required.
4. Building Permit: Isemoto will pull this permit. Issuance will depend on an approved
wastewater permit and review of the revised design plans. Installation of structures
cannot occur until an approved building permit is in hand.
• The Solid Waste Division provided layout for the permanent staff facility building
on April 13, 2007. The layout was forwarded to URS and Isemoto in a formal
request for the price.
• Since URS is in the process of sending revised drawings with original stamps for
the project (Building Division requires awet-stamped set for processing of the
Building Permit), revision will be required later. Plans are scheduled to be
received during the week of April 16, 2007.
• We will route revised original for approval through Planning, Public Works and
Water Supply once the revised original drawings are received.
During a project meeting on Apri12, 2007, the department and the Solid Waste Division
indicated that the Department of Health does not deny permits, but rather issues conditional
permits. Solid Waste Division recommended that the project proceed on the assumption that
approval will be provided.
B. Construction:
1. A meeting between the Department, Technical Services Section, Solid Waste
Division and Isemoto was held on Apri13, 2007 to discuss finalizing costs and
developing an optimal plan of action to move the project forwazd.
A. Reconciliation of Plans and Specifications:
1. Numerous changes to the project since the original design have rendered the
project plans and specifications inaccurately reflecting the project's current
scope.
• After discussion with URS to determine the level of effort required to
update plans and specification, it was decided that the quickest method of
reconciling all of the changes would be to have Isemoto issue a
summarized listing all conflicts that would be officially answered.
• Isemoto will begin work on summarizing items and Technical Services
indicated that URS will also be requested to list items requiring
clarification in order to expedite the project.
B. Effect of currently requested changes:
1. Solid Waste Division to provide layout for revised staff facility building
• Solid Waste Division provided on April 13, 2007
• Formal request for price issued to Isemoto on April 13, 2007 to include as
Design-Build items
2. Solid Waste Division to identify desired location of FOG and vehicle
impound azea and suitability of original design.
• Solid Waste Division provided mazk-up of Sheet 003 from the current
drawing set to show location of the FOG, vehicle impound and transfer
truck scale on April 13 ,2007.
• Formal request No. 2 issued to Isemoto on April 13, 2007 to include items
as Design-Build items.
3. Solid Waste Division to provide Change Request for Scale House Canopy.
• Fonnal request to be issued as Design-Build item pending receipt of
Change Request.
2. Solid Waste Division to identify Brownfield area to ensure that these
components are not installed within this area.
C. Technical Services Section to issue Request for Proposal for Design-Build items
followed up with Change Order reflecting the revised quantities and costs.
D. Proposed Plan of Action: Contractor will proceed with submittals and
procurement based on the assumption that the facility will be approved by the
State Department of Health.
