PLANNING COMMITTEE CHAIRMAN ANGEL PILAGO AND COMMITTEE MEMBERS:
Bill 75 is far better than the previous version previously proposed by Councilman Higa.
It protects the balance of power between the administrative and legislative branches of
County government.
The General Plan amendment process does tl2 need to be "streamlined."
Speculators aren't running away from Hawaii in dribbles or in droves, nor is the too-rapid
development pace slowing due to what some business folks (especially in the real estate
sector) claim is too long a review process. A recent letter to the editor of the WHT suggested
that the development process here was relatively easy compared to California for instance.
Any changes to the General Plan process, and to the General Plan itself, should FIRST
AND FOREMOST be for the benefit of protecting the citizens of HawaP i Island -not
developers and other special interests -and should protect the natural and cultural resources
of the island, as is mandated by the Constitution of the State of Hawaii.
Only those changes to the General Plan and the GP amendment process which reflect
the will of the community (as expressed especially by the regional Community Development
Plans) should be made.
For the above reasons I support the passage of Bill 75.
