Aloha, Committee Chairman Pilago and committee members:
Though I have reservations about speeding up or otherwise sheamlining the General Plan (GP) amendment process, I
tentatively support Bill 75. This bill at least protects the ability of the County Councl (the ostenside voice of the people) to
take part in the GP amendment process. However, I feel that the most recent General Plan has already been undermined by
amendments which have been prematurely and unnecessarily promulgated by the administration and barely slipped through
the past majority of the County Council which was slim and less sensHive to public sentiment than it should have been.
I believe we must work together to improve democratic process. None of the three branches of government should override
the input of the other, as would have occurred had Mr. Higa's previously introduced bill become law. Improving the GP
process should only mean enhandng public participation in the land use deasion-making. This bill has my support, but not
because it does anything startling or particularly meaningful toward that end (that I can see, at any rate), but because it is far
better than the one presented previously by Mr. Higa.
It remains a mystery to me why this administration supports the Community Development Plan process while it
simultaneously supports rezoning and subdivision requests and changes to the GP which the community direly opposes. But
I do believe that Planning Director Yuen, despite the poli8cel parameters wMhin which he must work, means to protect the
democratic process which is meant to protect the land, culture, and society of Hawaii . I believe that he is a person who
believes in fdlowing the law. Hence, his desire to improve ft when he can.
1 hope that if the GP process must be revisited, it wi0 only t>e changed in ways that give locel ciEzenry and the natural
resources upon which they depend greater weight than the concerns of those whose reason for being and/or doing business
in Hawai i has on{y to do with keeping warm and making money.
