Subject: Bill 75 testimony
Aloha mai Chairman Pilago and members of the Planning Committee,
Bill 75 creates a few concerns that I hope this committee will address:
Page 2, Section 2, 16.1(2). Public notice continues to be an issue for members of the general public. The
comprehensive review of the general plan is an important process. The public would benefit if language could
be added that required the Planning Director to issue a press release to all County newspapers.
Page 2, Section 2, 16.1(4). Please add language that requires at least one public workshop in each district. Bill
75 does not make it clear how much time is allowed for the public workshop process to be initiated and
completed. Please address this problem.
Page 2, Section 2, 16.1(5). The public also has the right to submit proposed amendments and so should have
the same 30 day period to submit proposed amendments and/or comments.
Page 2, Section 2, 16.1(6). I do not understand the need for the Planning Director to make recommendations as
to County-initiated amendments. If this language is to be inGuded, then I would strongly suggest that language
be added that allows for the County Council to make resolutions as to Planning Director-initiated amendments.
Page 2, Section 2, 16.1(9). The norm within state and county processes is if a developer makes an applicaton
which is not acted upon within a certain period of time, then the application is automatically approved. This
same standard should be applied in this instance. It provides an incentive for the Planning Commission pertorm
its fiduciary duties to each and every proposal.
