DATE: Apri130, 2007 TO: Pete Hoffmann, Chair, and Members of the Hawaii County Council 25 Aupuni Street ~~H++ilo, Hawaii 96720 FROM: ~~Brenda Ford, Council Member District 7 RE: Bi1123, Relating to Plumbing Proposed Floor Amendment that Relates to Securing Water Heaters In Kona and Waimea there was significant water damage caused by hot water heaters becoming disengaged during the October 15, 2007 earthquake. Please accept the following proposed floor amendment to bi1123 that should help to prevent these types of problems in the future. This proposed floor amendment would add new language to article 3 (Installation Requirements), section 17-47, of the bill. This proposed new paragraph should be appropriately numbered and would read as follows: (The changes to the first sentence are ramseyered for illustrative purposes only.) "Amending Section 510.5. Section 510.5 is amended by changing the first sentence to read: [In} Due to seismic [~ewes~3-ar~d4,} activity in Hawaii County, all new water heaters shall be anchored or strapped to the floor and anchored or strapped on the top one third of the heater to a well anchored. structural wall, to resist horizontal displacement due to earthquake motion." L'ote .i<tAY 0_ 1,_ 2007 _ Hawaii County Is An Equal Opportunity Provider And Employer Pete Hoffmann, Chair Apri130, 2007 Page Two Section 510.5, with its first sentence changed as noted above, would read in its entirety, as follows: "[k~} Due to seismic activity in Hawaii County, all new water heaters shall be anchored or strapped to the floor and anchored or strapped on the top one third of the heater to a well anchored, structural wall, to resist horizontal displacement due to earthquake motion. Strapping shall be at points within the upper one-third (1/3) and lower one-third (1/3) of its vertical dimensions.
