Your Committee on Finance, to which was referred Resolution No. 95-07, reports as follows:
Resolution No. 95-07, transmitted by Director of Finance William Takaba, via Communication
No. 231, dated March 6, 2007, creates a Police Sergeant, PO-11, position in the Special
Response Team (SRT) unit.
The Hawaii County Police Department SRT unit is responsible for serving the high risk
warrants, dealing with barricaded and hostage situations, and also provide quality training for the
police recruits and refresher training for the active police officers. The SRT personnel will be
taking the lead in training the police department personnel in the "Use of Force" policies and in
the practical skills needed to utilize the various department issued devices that the officers are
equipped with.
The funding for this new position will initially be derived from the General Fund's Fund
Balance.
There was no discussion on the measure.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"Create positions... for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 95-07
and recommends its adoption.
