No. 238 PLACE: Councilroom Ben Franklin Building 333 Kilauea Avenue, 2"d Floor Hilo, Hawaii TIME: 11:00 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 238, reports as follows: Communication No. 238, from Mayor Harry Kim dated Mazch 9, 2007 states that the North Kohala Community Development Plan (CDP) process has been initiated by the County of Hawaii Planning Depaztment. It further states the Hawaii County General Plan calls for the formation of a Steering Committee, whose members would be appointed by the Mayor and confirmed by the County Council. Communication No. 238 introduces eleven (11) individuals who live and/or work in North Kohala and who have been nominated by Mayor Kim to serve on the North Kohala Community Development Plan Steering Committee (CDPSC). The primary purpose of the Steering Committee is to ensure that the North Kohala CDP process has broad based community participation, and that the plan is prepazed in the best interest of the health and welfare of the community. The Steering Committee would serve as ambassadors for the planning process and their term is for atwo-year period and would be extended, if necessary, to run parallel with the CDP process. The following individuals have been nominated by Mayor Kim: • William Graham: 35-yeaz resident of North Kohala who has extensive knowledge of current planning issues. • Cazolyn Lancaster: 5-yeaz resident of North Kohala who, over the past yeaz, and in anticipation of the North Kohala CDP, has dedicated herself to the process by helping to collect data and educate the community. • Fern White: 26-yeaz resident who, through her work as an educator, feels she is able to maintain and create new links at the high school level to promote student participation in the CDP process. PC Report No. 20 Communication 238 Page 2 of 3 • Crystal White: 14-year resident of North Kohala. Having graduated from Kohala High School, has a deep appreciation for North Kohala and feels her view represents a younger generation living and working in North Kohala. • Robert Martin: 20-year resident of North Kohala is interested in helping the North Kohala community develop the capacity to be a constructive, intelligent, well-organized and proactive partner with State and County governments. • Ted Matsuda: A lifelong resident and nurseryman of North Kohala, he feels that planning can keep Kohala a special place for future generations to live and work. • Henry Dulan: Born and raised in North Kohala and having retired in 1991, he states that he would be able to contribute a perspective of changes that have taken place over the yeazs from "plantation days" to the present. • Alvin Kawamoto: Grew up in North Kohala and believes his communication and team building skills will compliment his strong desire to serve his community. • Stephen Sheffield Norris: 5-year resident of North Kohala, he is a passionate advocate of Kohala and wants to improve the quality of life that makes living in North Kohala a joyful experience. • David Fuertes: A 35-yeaz resident of North Kohala who has extensive experience in community capacity building and economic development. • Michael Gomes: A lifelong resident of North Kohala and brings a broad level of knowledge of Kohala history, geography and infrastructure. At the Mazch 20, 2007 Panning Committee meeting no statements from the public were presented. Communication No. 238.1 notes that the nominee listed as Crystal White should be corrected to read "Crystal West." Planning Director Yuen gave a brief overview of the duties and responsibilities of the steering committee and noted that the nominees were dedicated citizens willing to serving as volunteers, and represented diversity in age, professions and points of view. Mr. Yuen requested that the Council confirm the North Kohala Community Development Plan Steering Committee appointees. Council Member Ikeda noted that the nominees reflect a great cross-section of people from the community who show extreme dedication. Council Member Naeole noted it was wonderful to see such diversity and expressed her appreciation to the nominees for coming forwazd to serve. Council Chair Hoffinann stated the nominees aze outstanding representatives of their community who have worked long and hard for many years, well before the CDP process was created. Council Member Jacobson advised the nominees that if at any time the committee feels it is not being provided adequate resources, they should contact the council for assistance.
