Your Committee on Planning, to which was referred Communication No. 239, reports as
follows:
Communication No. 239 from Mayor Hazry Kim dated March 9, 2007, states that the South
Kohala Community Development Plan (CDP) process has been initiated by the County of
Hawaii Planning Depaztment. It further states the Hawaii County General Plan calls for the
formation of a Steering Committee, whose members would be appointed by the Mayor and
confirmed by the County Council.
Communication No. 239 introduces eleven (11) individuals who live and/or work in South
Kohala and who have been nominated by Mayor Kim to serve on the South Kohala Community
Development Plan Steering Committee (CDPSC). The primary purpose of the Steering
Committee is to ensure that the South Kohala CDP process has broad based community
participation, and that the plan is prepazed in the best interest of the health and welfare of the
community.
The Steering Committee would serve as ambassadors for the planning process and their term is
for atwo-yeaz period and would be extended, if necessary, to run parallel with the CDP process.
The following individuals have been nominated by Mayor Kim:
• Marvin Kawano: Born and raised in Waimea, Gazes about the future of South Kohala and
would like to improve the quality of life for its residents, while maintaining its unique
characteristics.
• Robert Hunter: 10-yeaz resident of Waimea is self employed and feels Hawaii Island is at a
critical point in history and strongly supports the CDP process.
• Margazet Wille: South Kohala resident for over four yeazs, she is aself-employed practicing
attorney. She believes everyone in the community can participate in the planning process
and the CDP will provide realistic opportunities.

• William Bergin: Long-time resident of South Kohala who has lived in Waimea since 1957
and is a Veterinary Officer. Along-time resident of the Waimea community he has learned
much about what people value about this place and would like to bring that knowledge into
the CDP process.
• Joel Lilly: A 3-yeaz resident of South Kohala, and employed as a school administrator at
Kanu O Ka `Aina. She is an individual who cares for the community and is committed to
heazing all voices of the community.
• Merleene Kirkland: A 12-yeaz resident of Waikoloa and employed as a Hawaiian Studies
teacher with the Department of Education. As kama`aina (child of this land), she is
encouraged to think and speak from that perspective.
• Ruth Smith: A 22-year resident of South Kohala and is the Vice Principal of Waikoloa
Elementary School. She possesses strong and energetic work ethics and her long-term
commitment is to the Waikoloa community.
• Jacqui Hoover: Has lived in the South Kohala district for over 20 yeazs and is president of
the Hawaii Leeward Planning Conference. Born and raised on Hawaii Island, she is
committed to ensuring the children of Hawaii aze able to live healthy and sustainable
lifestyles.
• George Robertson: 31-yeaz resident of South Kohala, he is committed to preserving and
protecting Hawaii Island lifestyle and environment.
• Riley Smith: A 9-year resident of South Kohala and is Vice-President of Pazker Ranch. His
communication skills and thorough knowledge of County government and South Kohala
make him a valuable member to the steering committee.
• Kelly Thomas: Has lived in the South Kohala community for over two yeazs and is currently
the operations supervisor at Natural Energy Lab Authority of Hawaii. He has extensive
background in urban and regional planning and adds this experience to the steering
committee.
At the Mazch 20, 2007 Panning Committee meeting, it was noted that Mr. Mazvin Kawano had
informed the Planning Depaztment that he no longer wished to serve on the South Kohala
Community Development Steering Committee. Council Member Ikeda made a motion to
remove Mr. Kawano from the list of nominees. The motion was seconded and unanimously
approved. There were no statements from the public presented on this matter.
Communication No. 239.1 notes that the nominee listed as Kelly Thomas should be con•ected to
read "Thomas Kelly."

Your Committee on Planning is in accord with Mayor Kim's nominations to the South Kohala
Community Development Plan Steering Committee, with the exception of Mr. Marvin Kawano,
and moves this matter to the full Council for confirmation.
