No. 268 PLACE: Sheraton Keauhou Bay Resort & Spa 78-128 Ehukai Street Kailua-Kona, Hawaii 96740 TIME: 2:00 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 268, reports as follows: Communication No. 268 from Mayor Harry Kim, dated May 16, 2007 nominates Kelly Ann Soo of Council District 8 to serve on the County of Hawaii Board of Appeals. Ms. Soo is a 46-year resident of Hawaii and is employed by The Department of Defense's Paxen Group as site manager of the About Face Program. Ms. Soo formerly worked at the Salvation Army as a Youth Case Manager and at Turning Point for Families as a Women's Advocate/Parent Educator. Ms. Soo states she is a Republican and, if confirmed, will serve a term to expire on December 31, 2011. Pursuant to Section 13-4, Hawaii of the County Charter, the Board of Appeals shall consist of members appointed by the mayor with the approval of the council. At the April 3, 2007 Planning Committee meeting, Planning Director Yuen asked that the Committee support Ms. Soo's appointment to the County of Hawaii Board of Appeals. Corporation Counsel Lincoln Ashida noted he has worked with Ms. Soo in the past and found her to be of high integrity and requested support in her confirmation. Council Member Emily Naeole noted the many good things that Ms. Soo has contributed to the community. Planning Committee Chair Pilago stated that personally he was very pleased to support Ms. Soo's nomination. Council Member Bob Jacobson stated that given Ms. Soo's high recommendation, community service background and willingness to serve, he supports her nomination and encourages adherence to the constitution and to the law in carrying out her duties as a Board member. Ms. Soo noted that her political background and having grown up among a family of politicians, she has always been of service to her community. Ms. Soo stated that her educational skills and experience allows her to be honest and loyal to herself and to the people of Hawaii who she serves when carrying out her duties on the Board of Appeals. PC Report No. 24 Communication 268 Page 2 of 2 Members of the Committee agreed that Ms. Soo need not personally appear again before the Council as all members were satisfied with Ms. Soo's qualifications and willingness to serve.
