HomeMy WebLinkAboutRES 130 Draft 02 2006-2008 tv w W COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 130 0'7 (Draft 2) A RESOLUTION REQUESTING THAT THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT REVISE THE COUNTY'S UPDATED INTEGRATED SOLID WASTE MANAGEMENT PLAN TO INCLUDE CONSTRUCTION OF A NEW EAST HAWAII LANDFILL ON ONE OR MORE PARCELS OF COUNTY-LEASED LAND ADJACENT TO THE EAST HAWAII REGIONAL SORT STATION SITUATE AT TAX MAP KEY PARCELS (3) 2-1-13:011,142, 152,156,160, 161,162 AND 163, IN WAIAKEA, SOUTH HILO, HAWAII. WHEREAS, the Update to the Integrated Solid Waste Management Plan for the County of Hawaii (Updated ISWMP) was adopted by the Hawaii County Council by Resolution No. 238-02, Draft 5 on November 20, 2002, and approved by the State Department of Health, Office of Solid Waste Management on Apri17, 2003; and WHEREAS, the Executive Summary of the Updated ISWMP states, in pertinent part, as follows: "During several meetings with an appointed Solid Waste Advisory Committee (SWAG) solid waste issues were discussed and altematives for solid waste management in the county were considered. The alternatives were narrowed through the planning process, and the S WAC opted for the following: Construct no new landfill in east Hawaii; and WHEREAS, the Council finds it necessary to provide the County through its Mayor the authorization and option to consider the construction of a new landfill in East Hawaii on County-leased land adjacent to the existing South Hilo Landfill, in addition to other solid waste management alternatives idenftfied in the Updated ISWMP; and WHEREAS, Hawaii Revised Statutes section 342G-24(a), Submission schedule for revised integrated solid waste management plans, provides as follows: "(a) Each state-approved county plan shall be revised and submitted to the office [office of solid waste management in the department of health] on the following schedule: (1) The first revised plan shall be submitted to the office not later than four yeazs after July 1, 1991; and (2) Subsequent revised plans shall be submitted to the office once every five yeazs. All revised plans shall be consistent with the requirements of this chapter."; and WHEREAS, pursuant to HRS §342G-24(a), the County Department of Environmental Management is in the process of revising its Updated ISWMP adopted by . _ _..r.... . the County Council on November 20, 2002, and approved by the State Department of Health on Apri17, 2003; and WHEREAS, the Department of Environmental Management completed its Final Environmental Impact Statement (EIS) on the Construction and Operation of the East Hawaii Regional Sort Station on February 10, 2004; and WHEREAS, the EIS contains several proposed actions and alternatives, including construction and operation of a new East Hawaii landfill and modified Sort Station adjacent to the site of the existing South Hilo Landfill; and WHEREAS, the EIS states that: "The most available new landfill location in East Hawaii is on State land adjacent to the existing South Hilo Landfill (Figure 7). Land acquisition time and expense would be virtually eliminated, and infrastructure development costs would be minimized because of the existing landfill... Pazce12-1-13:142 is the best potential site for a new landfill in East Hawaii due to its proximity to the existing landfill and its current designation as a landfill in the General Plan...."; and WHEREAS, the EIS also states that: "Parcel 142 is currently a quarry leased from the State by the County and subleased to Jas W. Glover to provide daily cover for the landfill and rock for other destinations. The site has been excavated to approximately 60 feet below ground surface. The azea has vertical walls on three of the four sides, with additional quazry space on the three pazcels to the south. The existing excavation would facilitate construction of a landfill within pazcel 142...."; and WHEREAS, the EIS further states that: "The topography allows for much deeper development of the landfill than would be possible if starting without the excavated azea. Assuming a landfill development in this pazcel the waste deposit in that azea has vertical slopes on three sides and a 4:1 slope, for access, on the fourth side. The landfill could utilize more than 30 of the 40 acres for waste disposal... According to the waste projections presented in Table 2.6, the landfill has capacity for over 50 yeazs waste...."; and WHEREAS, the EIS estimates that the initial capital cost of constructing a new County owned and operated South Hilo Landfill on Pazcel 142 would be $23.4 million with annual operating costs of $4.7 million, which may be considerably lower than the estimated construction and annual operating costs for the Waste-to-Energy incinerator currently under consideration by the County Council; and WHEREAS, the proximity of Pazcel 142 to the East Hawaii Regional Sort Station would eliminate the need and cost of trucking East Hawaii trash to the Pu`uanahulu Landfill in West Hawaii, with cost savings being available to fund and improve recycling and diversion programs throughout Hawaii County; and WHEREAS, the EIS proposes that: "Parcels 2-1-13:11, 142, 162, 152, 156, 160, 161, and 163 would be reserved for future use or buffers azound the closed landfill and Sort Station...."; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it requests that the Department of Environmental Management revise its "Update to the Integrated Solid Waste Management Plan of the County of Hawaii" to include the construction of a new East Hawaii landfill on one or more parcels of County-leased land adjacent to the East Hawaii Regional Sort Station situate at tax map key parcels (3) 2-1-13:011, 142, 152, 156, 160, 161, 162 and 163, Waiakea, South Hilo, Hawaii, in accordance with Hawaii Revised Statutes section 342G-24, to allow the Mayor to consider this solid waste management alternative; and BE IT FURTHER RESOLVED that it requests that the Department of Environmental Management prepare or cause to be prepared a mitigation plan and mitigation cost analysis addressing leachate treatment for a new East Hawaii Landfill; and BE IT FINALLY RESOLVED that copies of this resolution be sent to the Honorable Harry Kim, Mayor; the County Department of Environmental Management; and the State Department of Health, Office of Solid Waste Management.
