Dear Chairman Hoffmann and Council Members: _ ,
It is my pleasure to nominate the following individuals to the Hawaii County Transportation
Commission:
Council District 8 -John P. Lockwood is a 31-year resident of Hawaii. Since 1995 he has
been self-employed as the owner of Geohazards Consultants International, Inc. Mr. Lockwood
is a member of the liwi Road Association, a supporter of Recycle Hawai', and a past member of
the Volcano Community Association and the Volcano Art Center. He states that he is a
Democrat but that he votes independently. If confirmed, he will serve a vacant term that will
expire on December 31, 2007, and at that time he will be eligible for another term.
Council District 8 -Benjamin M. Watai, Sr.,is a 72-year resident of Hawaii. He retired in 1985
as the superintendent of the Keauhou Kona Golf Course, where he worked for 18 years.
Mr. Watai is the president of the Kealakehe Neighborhood Watch, the vice president of the
Kealakehe Community Association, and a volunteer disabled parking enforcement officer. He
states that he is a Democrat. If confirmed, Mr. Watai will serve a vacant term that will expire on
December 31, 2008.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Works & Intergovernmental Relations to the full Council
for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Finance for placement on its future agenda.
