Amendments to Draft 2 Because of the extensive changes attached to Communications 176.35, presented before the Committee on Public Works and Intergovernmental Relations yesterday, we request deferment of this draft for at least ninety (90) days. This gives Public works the opportunity to solicit comments and to formulate responses to the amendments on Draft 2 of Bill 51, Communication 176.35. Should you wish to proceed with Draft 2, Bill 51 or amendments to this draft that appears in Communications 176.35, we request postponement on any action. The comments we seek come from three major sources; community members, other government agencies and departments within the County of Hawaii. Public Works is willing to coordinate a "Technical Evaluation Ad Hoc Committee," one to serve East Hawaii and another to serve West Hawaii. The objective is to determine positive and negative community benefits as they relate to administrative and operational costs to implement Bill 51 Draft 2 as presented in Communication 176.35. Civil Engineers, Architects and Planners should lead the Ad Hoc Committee. They are the first to realize the impact. Landowners, surveyors, insurance agents, mortgage brokers, realtors and farmers, are also impacted financially by these amendments. Comm. No. ~ p• d Ref. Affected agencies should be given the opportunity to review the latest draft and provide comments. At the very minimum Public Works will consult with: The County Planning Department; a number of these amendments involve land use issues. • County Real Property Tax and the impacts to the County revenue stream. • County DATA Systems-the viability of establishing an electronic filing system to house and maintain all Federal, State and County permits. • County Corporation Counsel to review legal issues and potential impacts. The State Soil and Water Conservation Districts-impacts to agricultural related activities; farms and ranches. • The State Flood Plain Manager for review if the County is in compliance with the National Flood Insurance Program (NFIP). • State Dept. of Land of Natural Resources (DLNR) and the impacts on land management. • The State Dept. of Agriculture for review of any potential impacts to Ag related activities.
