Home My WebLink AboutRES 134 Draft 02 2006-2008 rTV or COUNTY OF HAWAII :r STATE OF HAWAII ~h'a:•w.+ RESOLUTION NO. 134 0'7 (Draft 2) A RESOLUTION AUTHORIZING THE MAYOR, DEPARTMENT OF RESEARCH AND DEVELOPMENT, AND DESIGNATED COUNCIL MEMBER TO COORDINATE WITH THE UNITED STATES DEPARTMENT OF AGRICULTURE WILDLIFE SERVICES TO FORMULATE AONE-YEAR PILOT PROGRAM TO TRAP INVASIVE FERAL PIG POPULATIONS IN HAWAII ISLAND RESIDENTIAL COMMUNITIES AND AGRICULTURAL FARM LOT5. WHEREAS, the Hawaii County Council recognizes the need to address problems caused by invasive feral pig populations in residential communities and agricultural farm lots on Hawaii Island; and WHEREAS, feral pigs have caused severe property damage and crop losses due to their grubbing and rooting activities; and WHEREAS, in addition to suffering physical and economic damages, property owners island-wide have complained that they are fearful of encountering wild pigs outside of their homes and on their properties; and WHEREAS, Hawaii Island residents are requesting assistance from County government to help address the growing problem of feral pigs as County government had done in its initiation of coqui frog eradication and control programs; and WHEREAS, the Council recognizes that an organized trapping program in residential and agricultural communities would be the safest and most efficient way of dealing with feral pig populations; and WHEREAS, the Council proposes that this organized trapping program be strictly intended to address problems confronting residential and agricultural farming cormunities, and is not intended to trap feral pigs in established hunting areas or forest and watershed reserves designated as public hunting azeas by the State Department of Land and Natural Resources; and WHEREAS, the Council supports the development of a one-yeaz pilot program by the County in coordination with the United States Department of Agriculture Wildlife Services to accomplish the following: 1. Purchase or build appropriate traps for feral pigs. 2. Formulate a procedure to receive requests for trapping assistance from Hawaii County residents and to obtain written permission from said residents for the setting of traps on private property, including indemnification ofthe County of Hawaii and the United States Department of Agriculture Wildlife Services and their respective agents from any and all liabilities, losses, or damages arising out of the trapping of feral pigs on said private property. 3. Set, monitor traps, retrieve animals, and do field blood test for animal disease control on the animals that are successfully trapped in accordance with guidelines formulated by the County and the United States Department of Agriculture Wildlife Services and their respective agents. 4. Formulate a disposition plan for trapped feral pigs, whereby Hawaii County families are able to utilize them for subsistence purposes upon receipt of field blood test results stating that the animal for consumption is free from any diseases. 5. Prepare a written report that shall include, at a minimum, the following harvest information: date of harvest, location of property, name and address of property owner, number of feral pigs trapped, field blood test results, and disposition of animals. 6. Prepare written recommendations for future feral pig control programs in Hawaii County. 7. Present said written report and recommendations to the Council at a regularly scheduled Committee and/or Council meeting in August 2008. WHEREAS, the Council supports the development of a one-year pilot program to trap invasive feral pigs in residential and agricultural communities in Hawaii County by recommending a $250,000 appropriation for the Department of Reseazch and Development to coordinate with the United States Department of Agriculture Wildlife Services to administer this vital program beginning July 1, 2007 and ending June 30, 2008; and WHEREAS, the Council shall designate one of its members to pazticipate in the formulation of this one-year pilot program with the Mayor, Depaztment of Reseazch and Development, and the United States Depaztment of Agriculture Wildlife Services; now, therefore, 2 BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Mayor, Department of Reseazch and Development, and designated Council Member are authorized to coordinate with the United States Department of Agriculture Wildlife Services to formulate aone-year pilot program to trap invasive feral pig populations in residential communities and agricultural farm lots on Hawaii Island; and BE IT FURTHER RESOLVED that the Council recommends an appropriation of $250,000 in the upcoming FY 2007-2008 budget for the Department of Research and Development to administer said one-yeaz pilot program ;and BE IT FINALLY RESOLVED that a copy of this resolution be sent to the Honorable Harry Kim, Mayor, the Department of Research and Development, and the United States Department of Agriculture Wildlife Services on Hawaii Island.
