The Hawaii Fire Departments, a participant in this program, will be reimbursed for travel expenses, subsistence, and overtime expenditures relating to these activities. Enclosed is a resolution for Council's authorization to receive and expend state funds relating to the Urban Search & Rescue Program. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $6,000 to the Urban Search and Rescue Program Grant account. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Office of Civil Defense, of the State of Hawaii Department of Defense (SCD), sponsors "Urban Search and Rescue Training" (US&R), and a "US&R Development Committee". The Hawaii Fire Department (HFD) is a participant in this program. SCD reimburses HFD for travel, subsistence, and overtime expenditures relating to these activities. Typically, HFD expends these funds and receives reimbursements within the fiscal year, which allows for expenditure of these funds for other HFD activities. Request that Messrs. Scott Crozier, Miles Kawazoe, and Todd Vincent attend as instructors. Your agency may send up to eight additional personnel to the course as students. Instrudors must participate in course set up on May 15 and demobilization on May 18. We will reimburse your agency for airfare and ground transportation for all attendees. Expenses must conform to State rules and regulations. We will provide lodging at the training site. Overtime is an authorized reimbursement for the RSl instrucors only. Reimbursement requests must include copies of the travel authorizations, Statements of Complded Travel, vendor invoices, approved time sheets, and payroll register.
