The Hawaii Criminal Justice Data Center of the State of Hawaii Department of the Attorney
General is providing $24,000 to the Office of the Prosecuting Attorney for the implementation
of the Horizontal Integration Project. The County of Hawaii has been selected as a pilot site
to implement a computer system interface between the Hawaii Police Department's "Green
Box" booking system and the Prosecuting Attorney's HITS case tracking system. Monies will
to be used to hire a consultant to design and implement the system interface which will
eliminate double entry of information into the separate systems and will help to improve
efficiency for intaking of arrest cases.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawaii Department of the Attorney General.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$24,000 grant.

The County of Hawaii has been selected as a pilot site to implement a computer system interface between
the Hawaii Police Department "green box' and the Prosecuting Attorney's HITS case tracking system. The

In 2002, the Hawaii Criminal Justice Data Center (>'•TCTDC) received funding from the
U. S. Bureau of hrstice Assistance (BJA), in cooperation with the NGA, to develop the
$orizontal lmegration Pilot (FITIP) project. The Fi1P project is designed to demonsOrate the
technical feasibility and business value of electronically sharing critical information at key
decision points in a real-time and secure manner'- This project is limited iri scope, focusing
initially on a aiagle jurisdiction (klawaii County}, a single document (the OBTS Arrest Report),
and a limitExl number of electronic exchanges, utilizing, a nnessage broker technology.

this information and to update thew agency database(s). The Office of the prosecuting Attorney
in Flawaii County is one of these participating agencies, and after discussions with you and your
