Re: Operating Budget -
The State of Hawaii Legislature enacted Act 178, Session Laws of Hawaii 2005, which
appropriated funds for the County of Hawaii to continue its anti-drug abuse efforts. Last fiscal
year, Governor Linda Lingle had authorized the release of $630,000, appropriated in Act 178,
and these were to be utilized by providing grants to community organizations to undertake
projects that promote drug prevention or drug awareness and education, and for a youth
mentoring program to help Hawai'i's youths avoid drugs and addiction.
More specifically, the monies were used towards four (4) programs: Healing Our Island,
Adolescent Drug Prevention Program, Community Anti-Drug Effort Account, and Hawaii
County Resource Center Anti-Drug Fund. Although the County facilitates these 4 programs,
the organizations involved or receiving funding with the Adolescent Drug Prevention Program
(for $380,000) and the Hawaii County Resource Center Anti-Drug Fund (for $50,000) were
paid for their services directly by the State. Thus, the funding for these two programs did not
need to be appropriated. Separate appropriation of $100,000 from the State's Act 178
funding were made towards the Healing Our Island and Community Anti-Drug Effort accounts
since the County received the monies for these programs.
Recently, an additional $630,000 was released by Governor Linda Lingle and we will be
appropriating $200,000 to the County's Healing Our Island account with the Community Anti-
Drug Effort Account funds administered through this account. The remaining funds will be paid
directly by the State to the programs and are not being appropriated.
Enclosed is a resolution for Council's authorization to receive and expend state funding for
community anti-drug efforts on the Island of Hawaii, pursuant to Act 178, Session Laws of
Hawaii 2005.

Also enclosed is a bill for an ordinance amending the Operating Budget and appropriating
$200,000 into the Healing our Island account,
Due to the existing Council rule governing reconsideration of legislation and because we are
close to the end of the fiscal year, we would like to request a waiver from the Finance
Committee and have this resolution and bill heard at the next Council meeting scheduled for
May 16, 2007.

Prepare a resolution for Council's authorization to receive and expend state funding for community anti-drug
efforts on the island of Hawaii.
Appropriate these State funds of $200,000 to Healing Our Island Account,
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii Legislature enacted Act 178, Session Laws of Hawaii, 2005.
$200,000 shall be used by the Healing Our Island Account to fund grassroots community efforts to sustain its
anti-drug campaigns; provided that no single nonprofit entity shall receive more than $5,000 under this
section; and provided further that no funds shall be expended under this section unless matched by funds
from the County of Hawaii.

I am pleased to inform you that I am approving the release of $630,000
appropriated for FY 07 by Act 178, SLH 2005, for the Coun[y of Hawaii to continue its
anti-drug abuse efforts.
It is my understanding that the $630,000 in general funds will be utilized to
provide grants to community organizations to undertake projects that promote drug
prevention or drug awareness and education, and for a youth anti-drug program
administered by the Hawaii County Economic Opportunity Council to help Hawaii's
youths avoid drugs and substance abuse.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above-referenced matter be waived from
the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely
approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto
the next Council agenda for review. However, in the event this request is denied, for whatever
reason, I understand the matter shall be referred to the Committee on Finance for placement on its
future agenda.
