The proposed amendment to Resolution No. 134 updates the following:
1. Resolution Title: "A RESOLUTION AUTHORIZING THE MAYOR,
DEPARTMENT OF RESEARCH AND DEVELOPMENT, AND
DESIGNATED COUNCIL MEMBER TO COORDINATE WITH THE
UNITED STATES DEPARTMENT OF AGRICULTURE WILDLIFE

TRAP INVASIVE FERAL PIG POPULATIONS IN HAWAII ISLAND
RESIDENTIAL COMMUNITIES AND AGRICULTURAL FARM LOTS."
2. Seventh Whereas Paragraph: "WHEREAS, the Council supports the development of
a one-year pilot program by the County in coordination with the United States
Denartment of Agriculture Wildlife Services [ ° r°'°"'' D'"
rr ^ to accomplish the following:"
• Item 2: "Formulate a procedure to receive requests for trapping assistance from
Hawaii County residents and to obtain written permission from said residents
for the setting of traps on private property, including indemnification of the
County of Hawaii and the United States De~artrnent of Agriculture Wildlife
Services [ ]and their respective agents from
any and all liabilities, losses, or damages arising out of the trapping of feral pigs
on said private property."

• Item 3: "Set and monitor traps, [ead] retrieve animals. and conduct field blood
tests for disease control on animals that are successfully trapped in accordance
with guidelines formulated by the County and the United States Depaztment of
Agriculture Wildlife Services [a ° D`^ and their

respective agents."
• Item 4: "Formulate a disposition plan for trapped feral pigs, whereby Hawaii
County families are able to utilize them for subsistence purposes~on receipt of
field blood test results stating that the animals for consumption aze free from anv
diseases."
• Item 5: "Prepare a written report that shall include, at a minimum, the following
harvest information: date of harvest, location of property, name and address of
property owner, number of feral pigs trapped, field blood test results, and
disposition of animals."
3. Eighth Whereas Pazagraph: "WHEREAS, the Council supports the development of a
one-year pilot program to trap invasive feral pigs in residential and agricultural
communities in Hawaii County by recommending a $100,000 appropriation for the
Department of Research and Development to coordinate with the United States
Department of Agriculture Wildlife Services to administer this vital program
beginning July 1, 2007 and ending June 30, 2008; and"
4. Ninth Whereas Paragraph: "WHEREAS, the Council shall designate one of its
members to participate in the formulation of this one-yeaz pilot program with the
Mayor, Department of Research and Development, and the United States Department
of Agriculture Wildlife Services[ «"wr"w°a n:^ u...,ro." n now,
therefore,"
5. Be It Resolved Paragraph: "BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the Mayor, Department of Reseazch and Development,
and designated Council Member are authorized to coordinate with the United States
Department of Agriculture Wildlife Services [ D'"
] to formulate aone-year pilot program to trap invasive feral pig
populations in residential communities and agricultural farm lots on Hawaii Island;
and"
6. Be It Finally Resolved Paragraph: "BE IT FINALLY RESOLVED that a copy of this
resolution be sent to the Honorable Harry Kim, Mayor, the Department of Research
and Development, and the United States Depaztment of Agriculture Wildlife Services

7. Eighth Whereas Pazagraph: "WHEREAS, the Council supports the development
of a one-yeaz pilot program to trap invasive feral pigs in residential and agricultural
communities in Hawaii County by recommending a 250 000 [~9A;90A] appropriation
for the Department of Research and Development to administer this vital program
beginning on July 1, 2007 and ending
June 30, 2008; and"
8. Be It Further Resolved Paragraph: "BE IT FURTHER RESOLVED that the
Council recommends an appropriation of 250 000 [~1~8] in the upcoming FY
2007-2008 budget for the Department of Research and Development to administer [find]
said one-year pilot program; and"
