Re: BILL No. 100, Draft 2
We request that you replace Bill No. 100 with the enclosed Draft 2 of this same bill.
Bill No. 100 amends the Capital Budget by appropriating $6,000,000 for Waikoloa
Workforce Housing Project Pre-Development.
The Hawaii Island Housing Trust, Inc., anon-profit corporation, and Waikoloa Workforce
Housing, LLC, its development branch, are the entities developing, building and operating
the Waikoloa Workforce Housing project in cooperation with the Hawaii County Office of
Housing. Pursuant to the general powers and limitation of the counties under the Hawaii
Revised Statutes, Section 46-1.5 (10), County financial participation in this project requires
a finding of public purpose.
Draft 2 of Bill No. 100 adds a new section 3, which indicates that the Council finds this
project to serve a public purpose.
