I will not be able to give this testimony in person at the 4/18 council meeting due to a prior
family commitment. Could you please see that it is made part of the public record so that it

Good Morning council members,
Parking, Parking, everywhere, and not a spot to find.
For too long, our county has allowed developers to decide what impact their projects will
have. Developers' decisions have been allowed to prevail on issues of road connectivity,
shoulders, density, access, drainage, and, parking. Over time, this atmosphere of freedom
for developers to prevail, has resulted in what I call, "developerites".
Our dilemma of an overwhelming lack of safe, adequate parking here on the west side of the
Big Island did not happen overnight. Over time, "Developerites", has created parking
conditions that are a serious detriment to residents, workers, visitors, service vehicles,

delivery vehicles and last but not least, emergency vehicles. Like other problems that
continue to exist in roads and parks, the council must take control and correct our many
parking deficiencies.
Thanks to the valiant actions of some council members, you will now have an opportunity to
correct an element of, "Developerites". The proposed new minimum parking requirements
now before you, are key to improving and solving our critical and urgent need for safe,
adequate parking.
It is prudent that new parking requirements apply to all who wish to modify existing
buildings, replace old ones or build new projects. Adhering to changes in parking
requirements is as important as following revised codes that update sign age, electrical,
plumbing, hurricane and earthquake standards. Changes in building codes and other
requirements are crafted to benefit owners, renters, investors and occupants. Your vote to
accept proposed new parking requirements as presented is fair, responsible and necessary for
all. I pray your vote for passage will be unanimous.
