Subject: Support of Bill 318
While I am very much in favor of a concurrency bill, its passage would be meaningless unless the Council, the
Planning Department and their staff closely examines the "specs" prior to approving any zoning changes.
I'll cite only one instance (which I can support in detail with the actual developer-provided data). At Kohala Ranch
the urban zoniing was approved even though the developer submitted a traffic study--to both the state and the
county--which indicated that, for many of the nearby roads, traffic would stay the same or actually DECREASE if
the 3000-unit urban development in North Kohala were approved.
