KAMUELA, HAWAII 96743 TEL: 808.885.9588 FAX: 808.665.9590 hlpc@hawailantel.net Hawaii Leeward Planning Conference In Consideration of Bill No. 318 18 April 2007 Page Two of Two It is often the "public" facilities that have not been maintained and/or improved, and resultant inadequacies serve to exacerbate concerns resulting from a growing population, changing demographics, and economic development. A comprehensive review of its policies and responsibilities regarding maintenance and improvement is but one of the steps that should be undertaken by the County. Such review would facilitate development of collaborative and long-term responses based upon sound planning practices and principles versus divisive and short-sighted reactions. HLPC strongly endorses response-based policy making that builds upon a foundation of vision and desired outcomes that allows maximization of private and public sector resources. On the other hand, HLPC is opposed to reaction-based policy making that may serve as a "calming technique" for the immediate future however, may inadvertently unleash consequences with long-term negative impacts. HLPC is very interested in working with the County to develop and implement a long-term strategy for infrastructure, and is committed to working with the Council and administration to develop a "toolbox" of initiatives on a wider spectrum that considers all of the factors that are related to our long-term planning needs. Thank you for your leadership in finding and executing a responsible solution to our infrastructure challenges, and for this opportunity to express our views on this matter.
