Since then, the State Wireless Enhanced 911 Board has approved the County of Hawaii's request to integrate the Pictometry application and imagery into the Positron Wireless E911 system at Police and Fire Dispatch centers. The Pictometry International Oblique Aerial Digital Imagery database and software products will augment the GIS mapping system. Pictometry International is the only vendor providing geo-registered oblique digitally collected imagery in the United States. The agreement with Pictometry International Inc. would be spanned over six years and includes 3 image captures (year 1, 3 and 5) with 3057 sectors of 12" 2-way "community" images and 70 sectors of 4" "neighborhood" images; E911 integration software; ESRI ArcIMS integration software; change analysis software; 24/7 E911 technical support and end-user training. Under an agreement with the County, the Wireless Enhanced 911 Board is to provide the necessary funds expended toward the reasonable costs to lease, purchase, or maintain all necessary equipment, including hardware, software, and data base provisioning, required to provide technical functionality for Wireless Enhanced 911 Services. Therefore, upon installation and integration of the Pictometry applications, the Board will reimburse the County of Hawaii for all expenses related to them. Enclosed is a bill for an ordinance amending the Operating Budget and increasing the Wireless E911 System account within the Data Systems Department's budget by another $1,007,000 and bringing the total appropriation to $1,407,000. `R ~A l v ~ ~ Gomm. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Pictometry International is the only provider whom the Positron Wireless E911 system will integrate with due to the accuracy of the product and the potential liabilities in E911. Pictometry International is the only vendor providing geo-registered oblique digitally collected imagery in the United States. The Pictometry International Oblique Aerial Digital Imagery database and software products are proprietary products in accordance with and therefore protected by United States Patent No. 5,247,356 and the copyright and trademark laws of the United States. The method of data capture is also unique to Pictometry International. The contract would be a six-year contract that includes 3 image captures (year 1, 3 and 5) with 3057 sectors of 12" 2-way "community" images and 70 sectors of 4" "neighborhood" images; E911 integration software; ESRI ArcIMS integration software; change analysis software; 24/7 E911 technical support and end-user training. The County has an agreement with Pictometry International to allow access to the application to all County offices. The County has received cursory approval of reimbursement from the State Wireless Board for the 6 year contract with Pictometry.
