Re: Kama'oa Road
On May 16, 2007, Resolution No. 212-07 was adopted to transfer $50,000 from the Clerk-
Council Services Contingency Relief account to the Transfer to Highway Fund account. The
purpose of this resolution was to use Discretionary funds from Council District 6 and
appropriate it towards the much needed repairs for the Kama'oa Road in Ka'u.
Enclosed are two (2) companion bills for ordinances for the Kama`oa Road repairs. The first
bill transfers the $50,000 to the Transfer to Capital Projects Fund for the Highway Fund and
the second bill appropriates the funds into a new CIP project titled Road Repairs in Ka`u
District.
Because the funds need to be appropriated before the June 30, 2007 lapsing date, the
Department of Public Works is requesting a waiver from the Finance Committee and have
these bills heard at the next Council meeting scheduled for June 1, 2007.
If there are any questions, please do not hesitate to call the Department of Public Works.

020.801.5801.34.115 Transfer to Cap Proj Fund-H 50,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Funds from Clerk Council SVC-Contingency Relief to the Transfer to Highway funds, $50,000 for needed
repairs on Kama'oa Road in Ka'u (Reno 212-07).
We are requesting these funds be appropriated in the Highway Fund.
Please waive this Bill from the Committee on Finance and proceed directly to Council (funds need to be
appropriated before the 6/30/07 lapsing date).

Reso 212-07 funds $50,000 for needed repairs on Kama'oa Road in Ka'u and will lapse 6/30/07. A
corresponding B-52 requests the funds to be appropriated to the Transfer to Capital Projects Fund and
will allow Public Works to expend the funds from the above requested appropriation.
Please waive this Bill from the Committee on Finance and proceed directly to Council (funds need to be
appropriated before the 6/30/07 lapsing date).

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance
