Based on numerous concerns voiced by both public and private sector engineers, many
of which have been shared with your committee to date, if the Council wishes to proceed with
passing a bill, HLPC reiterates its request that at this time the Council pass a bill that
exclusively addresses and ensures compliance with National Flood Insurance Program and
FEMA requirements. This action will expedite compliance while simultaneously allowina more
time for continued discussion on the additional amendments that are being proposed.
HLPC is an organization whose members respectively and collectively offer a wealth of
expertise and experience in planning, engineering, design, land use and management,
resource use and management, agriculture, housing, development, and implementation. In
conducting our analysis on Bill 51, members with expertise in respective fields have provided
insight. Based on our in-depth analysis, we believe that this Bill is extremely problematic and
will impose significant negative impact (both financial and other), on a broad spectrum of both
your constituents as well as, on County and State agencies. As such, we are opposed to Bill
51, Draft 2 as currently written and are also opposed to the proposed amendments cited in
Communication 176.35, pending a comprehensive review and determination of impacts both
positive and negative.

opportunity to express our views on this matter.
