Subject: Support Communication 176.35/Oppose Communication 176.40

Aloha Chairperson Ford and members of the Public Works and Intergovernmental Relations Committee,
We are writing in support of amending Bill 51 as proposed in Communication 176.35 from Brenda Ford.
Specifically, we support:
• placing strict limits on the amount of development that can occur on slopes that are 10% or greater.
• raising the requirements in Chapter 27 from the 10-year flood standard to the 100-year flood standard.
• bringing specific requirements from the County's General Plan, Section 5. Flooding and Natural Hazard, into
Chapter 27, the County's Floodplain Management law
• requiring the creation of an integrated electronic informational database that will accessible to all County
agencies and the general public.
• requiring 30-year old flood maps to be updated and expanded to include not only FEMA flood channels, but
numerous mauka/makai "historic ditches" that only flow intermittently during high rainfall events.
Finally, we oppose Communication 176.40 from Public Works Director Bruce McClure requesting postponement of
the above amendments being proposed by Council members Brenda Ford and Pete Hoffmann.
