Testimony; Bill 51 pertaining to: Flood Control
It is rarely than legislation will bring me out to state m;y
viewpoints.
But here is such a Bill that does that and I am speaking li~oin
my background as a registered Professional Civil Engi~~ E; E u• a n d
both former Public Works Director, COH, and the Ha~~~,~;~.ic
State Highways Division Administrator.
Any Legislation once passed has effects and consequen a ec~,
some more than others. In this case, the effects of the suib{4ect
Bill would appear to have major effects.
As a legislative body, very careful consideration is nece;~r~Eai°~ rto
assure that a workable billrs ultimately passed or if not
workable, rejected &/or revised.

My review of materials available concludes as follows:
* Consider that this bill has major impacts with enforcc:f~lriility,
definitions, uaderstanding of the current County, State awal
National standards currently in-place, and the rationale ul'i.ts,
new requirements.
* Also of concern is that:
• Flood and drainage work is the responsibility of
registered Civil Engineers. This appears to be an ell i:rri: to
legislate this work.
• This Bill and its conditions are appropriately addre ssr;d
during the planning and public works permitting lpr~ce~c~,.
They need to be addressed on a project by project ba!iis
rather than on a County wide basis.
I recommend and ask that you support:
• Allowing the time for input and review of this a Bi1Ji vi~:itli
it's major and significant changes to our present cnde:,
• Mr. McClure's May 3, 2007, suggestion to defer to
"Technical Evaluation Ad Hoc Committees".
