Aloha Chairperson Ford and members of the Public Works and Intergovernmental Relations Committee,
I azn writing in support of amending Bill 51 as proposed in Communication 176.35 from Brenda Ford.
There have been too many incidents where mauka development has had negative effects on those living below the
development. Grading for development has not taken into account what and how the changed water flow patterns
will affect farms and houses below developments. There are no laws, rules, regulations that have enforcement
protocols attached to back up county "requests" to stop grading in areas where damage has already occurred ie the
Adrianna development. There seems to be no recourse for those who are already here and aze being negatively
affected by development.
Specifically, I support:
• placing strict limits on the amount of development that can occur on slopes that are 10°/u or greater.
• raising the requirements in Chapter 27 from the 10-year flood standard to the 100-year flood standard.
• bringing specific requirements from the County's General Plan, Section 5. Flooding and Natural Hazard, into Chapter
27, the County's Floodplain Management law
• requiring the creation of an integrated electronic informational database that will accessible to all County agencies and
the general public.
• requiring 30-year old flood maps to be updated and expanded to include not only FEMA flood channels, but numerous
mauka/makai "historic ditches" that only flow intermittently during high rainfall events.

Finally, I oppose Communication 176.40 from Public Works Director Bruce McClure requesting postponement of
the above amendments being proposed by Council members Brenda Ford and Pete Hoffmann. The time to act is
now.
