Dear Councilman Yagong,
1 urge your support of this important legislation authorizing the establishment of Hawaii
County's first Business Improvement District.
Our family corporations have owned and operated businesses within Kailua Village for over 45
years. During that time, we have sadly witnessed the decline of this very special place. Today,
visitors and residents are as likely to see evidence of criminal activity such as drug dealing,
graffiti or panhandling as they are to see the beauty and historical significance of this village by
the sea.
The Kailua Village Business Improvement District will help re-establish the quality of life that
once permeated the village core. Modeled after the highly successful Waikiki Business
Improvement District, our Kailua Village BID will manage and restore the area to a clean, safe
and enjoyable environment. This will improve the economic wellbeing of area businesses and
provide a better place for those who live and work in the area. I am personally aware of the
WBID program and its successes through an acquaintance who works for that program.
Clearly, taxpayers within the proposed District feel the need for improvement and are poised to
self-assess themselves to achieve this outcome. Through this legislation, the Kailua Village
Business Improvement District will be able to immediately enhance security and custodial
services as well as plan for long-term special projects that will enhance and improve the overall
Kailua-Kona experience.

Dear Councilman Yagong,
As the President of the former Kailua Village Improvement Association (KVIA), I can speak to what
has long been recognized by many with respect to the need for a permanent program to upgrade the
appearance and the experience of the Kailua Village area for all those who visit, live and work in
Kailua-Kona.
Why were we unable to achieve these goals with KVIA during the `90's? The organization started with
tremendous commitment and enthusiasm from a broad base of Kailua property owners and businesses,
but over time we faced volunteer burnout and uncertain funding.
I see tremendous promise for the proposed Kailua Village Business Improvement District with its
sustainable funding mechanism that will provide for program funds and professional management. 1'he
initial five-year term as outlined within the proposed Ordinance will allow the District the opportunity
to take care of immediate needs and to thoughtfully plan for its future.
What better win-win situation than this community of committed citizens who are willing to assess
themselves to itnprove the quality of life and economic well-being throughout Kailua Village?

May name is Barbara DeFranco, Manager of the hidich Collection Hawaiian Rug Store
on Luhia Street in Kailua Kona, and I support Ordinance (Comm. 183: Bill 55) to
establish the Kailua Village Business Improvement District.
It is important to enhance the quality of life within Kailua Village by providing a clean
and safe environment m which everyone can enjoy. Creating a Village with a "sense of
place" of Hawaii embracing the connection to the culture and understanding the history
of this Village is important to move forwazd in restoring this Village to a place where we
all can be proud of and the visitors will appreciate.
We at Indich Collection are willing to participate financially toward this endeavor.
As we address the Village, one of the concern azeas is the enforcement of the County
Ordinance cun'ently in place for Signage. I find that when an infraction occurs no one in
the County addresses the problem. We need to begin enforcing the laws before we begin
the master plan of the Village. In fact, I Snd that most businesses do not understand that
we have an Ordinance for signage. I propose that the County and the Kona Kohala
Chamber of Commerce send out information via a-mail, newsletters, etc. to share the
"Sign code ordinance". If businesses begin to support this ordinance now, it will be
easier for them to conform to the new Village Improvement District Master Plan_
Funds raised by taxpayers of this district will come back directly to the District and
programs and services will be managed by members of the District and that all records
and accountability will be open to public scrutiny.

Business Improvemen Districf. Kailua Village needs to be given extra attention
to the design, landsca ing, cleanliness, and security in order to be a desirable
place to visit for reside is and tourists. There are many'opportunities to make
our village shine, and i deserves some financing to preserve its charm.
As residents we shout be able to enjoy an evening out i6 Kailua without feeling
unsafe to walk fhroug ara unlit or dimly lit parking lot alone. Visitor's memories
of Kailua should be of place they enjoyed visiting not the place where they
were approached to b y drugs or mugged in a parking Tat. Improvements,
cosmetic and atmospheric, need to be made fo create a place people find
pleasurable to visit.
Kailua-Kona has been my home for 30 years and I would like tq see
improvements made t help continue the area's success and' lure.

~ PATH was formed over 20 years ago to address traffic safety issues. Our mission is
to safely connect people and places on Hawaii Island with pathways and bikeways.

PATH supports the Kailua Village Business Improvement District (KVBID) in its goal to
not only provide a clean and attractive pedestrian environment but more importantly to
'"6""" improve the pedestrian pathways with proper signage, lighting, markings and

It is extremely concerning that Hawaii has been ranked in 2006 as #1for the most
pedestrian fatalities for people 65+ years of age and also ranked 11~" in the nation for
i the most pedestrian fatalities, according to the National Highway Transportation
- Safety Administration.

Kailua Village is an active community that attracts patrons to its cultural events, shopping,
restaurants, recreational activities and a great number of small businesses. As one of these
business entities, we would like to express our support for Bill 55 - An Ordinance to Establish

As the Village traffic continues to grow, it becomes more evident that we need to establish
strong business, government, and community partnerships aligned to the common goal in
