SUBJECT: COMM. 255: (BILL 74)
APPLICANT: GINGER PATCH DP, LLC
TAX MAP KEY: 2-2-39:31, 57, 68 AND 69
The traffic impact analysis report (TIAR) for this rezoning, submitted on May 3, 2007,
clearly indicates that access to the site from Kekela Street for the general public is not a
good idea because it will generate more left-turns on Puainako Street. It is possible that
access for delivery vehicles can be accommodated but this will require a design that
prevents the general public from using this access.
We think that the conditions of the rezoning ordinance should be reworded as follows:
Based on this study, we recommend that conditions F and G be reworded as
follows:
"F. No project access from Kekela Street shall be allowed [unless recommended
by the Department of Transportation.] except for delivery vehicles. Access for
delivery vehicles maybe allowed by the ylanninQ director, in consultation with
Che director of yublic works, only if the use can be limited to delivery vehicles,
excluding the general public. Access to the project site, if any, from Kekela
Street shall conform to Chapter 22 (County Streets) of the Hawaii County Code.

Street as required by the Department of Transportation. These improvements
